NAPA delegation visits Russian Presidential Academy of National Economy and Public Administration

On March 19th 2018, the delegation of the National Academy of Public Administration (NAPA), which is attached to the Ministry of Home Affairs (MOHA), led by Assoc. Prof. Dr. Trieu Van Cuong, MOHA Vice Minister visited Russian Presidential Academy of National Economy and Public Administration (RANEPA). The delegation members consisted of Dr. Dang Xuan Hoan, NAPA President and NAPA managers, faculties. Presented in the reception were Mr. Vladimir Alexandrovich Mau, RANEPA Rector; Soroko Andrei, Director of the Department of Civil Service and Personnel of the Government of the Russian Federation; and RANEPA staff.

Mr. Vladimir Alexandrovich Mau emphasized that RANEPA is interested in bilateral cooperation for mutual interest with NAPA. He mentioned that the visit of NAPA is the first step of the cooperation between the two institutions and RANEPA is willing to discuss further.

On behalf of the delegation, Assoc. Prof. Dr. Trieu Van Cuong, MOHA Vice Minister appreciated the reception of RANEPA and expressed his support for NAPA’s cooperation with NAPA.

The two sides exchanged information of their respective institutions, their mission, functions and training activities of public servants.

Dr. Dang Xuan Hoan, NAPA President suggested 4 areas of cooperation which are training for lecturers; training courses for high ranking officials and public managers; joint training; and joint research. He emphasized that the cooperation between RANEPA and NAPA will tighten the traditional friendship between Vietnam and Russia. The two sides agreed that there should be preparation for signing the MoU which will provide the foundation for the cooperation between the two institutions.

NAPA delegation also had the opportunity to hear the presentation from Mr. Soroko Andrei, Director, Department of Civil Service and Personnel of the Government of the Russian Federation on the public administrative reform and civil service reform in Russia as well as public servant training activities in Russia.
