Seminar “The Fourth Industrial Revolution and State Governance”

On July 25th, 2017, National Academy of Public Administration (NAPA), Vietnam Institute of Economics (Vietnam Academy of Social Sciences) and Lee Kwan Yew School of Public Policy (National University of Singapore) co-organized the Seminar “The Fourth Industrial Revolution and State Governance”.

Presented in the ceremony were Assoc. Dr. Dang Xuan Hoan emphasized that the Fourth Industrial Revolution affect all fields of the social-economic in many countries especially Vietnam. In that context, the development of effective public governance is very important in order to promote sustainable social-economic development. NAPA President hoped that scientists, managers, professionals, lecturers and communication agencies actively exchange new approaches, methods and tools in order to improve the effectiveness of public administration and public governance in the context of the fourth industrial revolution.

The seminar includes 3 sections which are (1) Theoretical issues and approaches to state governance for revolution 4.0 (2) Status and mechanisms of state governance in the context of the 4.0 revolution (3) Solutions and initiatives to strengthen the state governance of the sea and islands in Vietnam.

The main characteristics of the fourth industrial revolution are the advances in technology in many fields including artificial intelligent, robot, internet of things, 3D printing technology and Nano technology… In the context of changing on manufacturing around the world, the fourth industrial revolution creates many opportunities for individuals, organizations and countries which can utilize these opportunities to reduce the gap to other developed countries, otherwise they will be left behind.

With multi-dimensional approach, the seminar revealed the changes and signs of the fourth industrial revolution based on practical evidences. Participants also evaluated the impact of the fourth industrial revolution on many aspects at different levels. The seminar emphasized challenges of the revolution and suggested solutions as well as taking advantage of the revolution.

For the solution, leaders and managers need to raise the awareness of the fourth industrial revolution. Besides, government should follow the development and requirement of the revolution in the context of economic growth, develop policies and mechanisms to support typical industrial areas (Robot manufacture, artificial intelligent…). Moreover, government also need to focus on education and training reform (including training for civil servants) which integrate contents related to the fourth industrial revolution in order to prepare high quality human resources in the future. Besides, development of technology structure and promotion of modern governance model are also need to be considered by the government. In general, It will improve the effectiveness of state governance in order to solve social-economic issues in the context of the industrial revolution is coming as the revolution of the era which create a great turning point in the development of humanity.

On behalf of the chairman at the seminar, Assoc. Prof. Dr. Luu Kiem Thanh appreciated the ideas of participants. He stated that the seminar is a forum for scientists, managers and professionals to discuss the fourth industrial revolution as well as opportunities and challenges. The seminar revealed many ideas and solutions to improve the effectiveness of state governance in Vietnam in the context of the fourth industrial revolution which contributes to build a tectonic, professional, transparent and efficient government. He also believed that the seminar, NAPA, Lee Kwan Yew and agencies, organizations, enterprises will cooperate to organize more seminars in the future.
