Overview

About IPAC The Institute of Public Administration of Canada (IPAC), founded in 1947, is a dynamic association of public servants, academics, and others interested in public administration. IPAC is a membership-based organization with 18 regional groups across Canada, which creates effective knowledge networks, leads public administration research and is a major player in exporting successful Canadian public-sector expertise around the world.

The Institute of Public Administration of Canada (IPAC) in 1997 celebrated the 50th anniversary of its founding. IPAC is a leading Canadian organization concerned with the theory and practice of public management. Its scope covers governance from the global to the local level. It is an association with 17 regional groups across the country providing networks and forums regionally, nationally and internationally.

IPAC is a non-profit organization. It enables public servants from all spheres of government, university and college teachers, staff, students, and others interested in public administration to exchange ideas on trends, practices and innovations in public administration.

The Institute pursues its vision of excellence in public service by:

  • Encouraging the highest standards of professional practice and service to the public;
    · Enhancing an understanding of the public sector;
    · Advocating the values and ideals of public service;
    · Expanding and exchanging knowledge about public administration;
    · Contributing to the resolution of key issues in public administration;
    · Promoting the education and professional development of public administrators.

Locally, the Vancouver Regional Group of IPAC presents seminars throughout the year focusing on issues of importance to public sector staff and offers the opportunity for the exchange of ideas between participants. This is an important forum for public sector people from all levels of government across the region to meet, build relationships and address public issues. In this Region, municipal staff represent a large proportion of the participants in IPAC events.Internationally IPAC has many programs that share the knowledge and skills that public administrators in Canada have with developing countries and countries in crisis.

In 1997, the City of Vancouver was awarded gold for our Neighbourhood Services Integrated Teams (NIST) program.

IPAC holds its annual national conference in various cities across the country. This year it is in Toronto and in 2004 the conference comes to Vancouver in August. The last conference in Vancouver was in 1986.

Research At IPAC

At IPAC cutting-edge research shapes our work in public administration and governance. We are committed to share with you its results through surveys, reports, case studies, conference sessions, books and academic articles.

Whether it is about leadership, public sector innovation, digital governance, service delivery transformation or another key area of public administration, IPAC’s mission to build capacity in public service across Canada and the globe is knowledge-driven. Our goal is to become the primary Canadian knowledge broker in public administration by leveraging our broad networks and the competencies and expertise of our partners in public service, NGOs, academia, and the private sector. To us this means offering you a high-quality selection of primary research, publications, access to communities of practice, and sharing with you key knowledge and evidence in our field both our website, through social media, and at our events. Supporting the public service of the future requires both high-quality products and a broad selection of sources. IPAC publishes Canadian Public Administration, Canada’s leading journal in public administration, alongside the practitioner-focused New Directions working papers. We produce and share special reports on topical issues, case studies to support the formation of the current and future leaders in the public service and we partner with academic publishers to produce two critically acclaimed public administration book series in both official languages. However, knowledge is most useful when it diffused and discussed through solid networks. Therefore, we initiate and foster conversations on social media about cutting-edge knowledge developments in our field and we provide opportunities for you to come together in person to hear from world renowned speakers and researchers, and engage with them and your peers in discussing key research at our conferences and events.

Indigenous Government Programs

IPAC is working to support new and better relationships with First Nations, Inuit and Metis governments, organizations and administrators: relationships built on respect, cooperation and partnership.

The idea that good government is built on good working relationships has been at the heart of IPAC’s mandate for 70 years. Ongoing dialogue, sharing knowledge, and exchanging experiences between public sector leaders have contributed to strong public institutions across Canada.

Now IPAC is working to support new and better relationships with Indigenous governments, organizations and administrators: relationships built on respect, cooperation and partnership.

Our Indigenous Government Program at IPAC is

Creating regular opportunities for learning exchanges between non-Indigenous and Indigenous administrators across Canada on topics of mutual interest

Building the capacity of non-Indigenous public servants to work better with Indigenous peoples, their governments and agencies, and

Partnering with others to support the growth of administrative expertise, innovation and best practice in Indigenous governments

Dedicated to promoting sustainable development, democratic governance and effective public policy worldwide, IPAC’s International Program involves a diverse range of IPAC’s Board, International Committee, membership, staff and other development partners
