On May 14, 2019, the National Academy of Public Administration (NAPA) in collaboration with the Department of Organization and Personnel of Vietnam Social Security held the Opening Ceremony of the Training Course on Leadership and Management for department-level managers and equivalents of Social Security Agencies at the School of Social Security.
Attending the opening ceremony were, from NAPA: Dr. Bui Huy Tung, Chief of Office, in charge of Department of Refresher Training Management; Ms. Nguyen Thi Tam, Deputy Head of Division for Managerial Position-based Training Management; from Vietnam Social Security: Mr. Tran Dinh Lieu – Deputy General Director of Vietnam Social Security, Mr. Nguyen Ngoc Toan, Rector of the School of Social Security; and 70 course participants working in the social security sector.
In the opening speech, Dr. Bui Huy Tung emphasized the significance of public servant training in general and management-leadership training for department-level managers of social security agencies in particular. Department level managers play important role in advising, assisting senior executives in performing public management duties. These public managers should have competency in advising and critical management skills to successfully accomplish the assigned tasks. The training course not only provides updated knowledge and skills for current department-level managers and officials to be planned for promotion to department-level managers but also standardizes public officials before and after promotion. Participation in training is both a duty and right of trainees; therefore, course trainees were expected to manage time to fulfill the assigned tasks and attend the training course as regulated.
In his address, Mr. Tran Dinh Lieu required course trainees to comply with the time requirement of the training course while ensuring performance of their work. Mr. Nguyen Ngoc Toan was requested to manage the training course in accordance with the training regulations and to collaborate with the Department of Personnel and Organization to deal with any arising issues during the training.
On behalf of course participants, Mr. Nguyen Duc Hoa stated the training course provides an opportunity to meet the standards for department-level managers and to be equipped with updated knowledge and skills of leadership and management to fulfill the requirements of assigned tasks.
