Vice Minister of Home Affairs Trieu Van Cuong works with NAPA – Dak Lak Campus

On June 27, 2024, at the National Academy of Public Administration – Dak Lak Campus (NAPA DAKLAK), Assoc. Prof. Dr. Trieu Van Cuong, Vice Minister of Home Affairs, led a delegation to work with the Campus.

Participating in the meeting were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Mr. Le Dat, Deputy Director of the Organization and Personnel Department, Ministry of Home Affairs (MoHA); Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Dr. Vu Duy Duan, Director of the Planning and Finance Department; and Mr. Pham Ngoc Tru, Deputy Director of the Personnel and Organization Department, along with other members of the delegation.

In his directive speech at the session, Assoc. Prof. Dr. Trieu Van Cuong requested the Campus to provide a brief report on its activities over the first six months of the year and outline its directions and tasks for the remaining six months of 2024.

On behalf of the Campus, Dr. Thieu Huy Thuat reported on the Campus’ activities over the first six months of 2024, covering lecturing, academic research, training, apparatus organization, and official development. The report highlighted the achievements, difficulties, and limitations, and presented several proposals and recommendations from the Campus to MoHA leaders and the NAPA Board of Directors.

After listening to the report, leaders from various departments of NAPA shared their opinions on their respective fields of work, and the attendees contributed their ideas. Mr. Pham Ngoc Tru appreciated the Campus’ collaboration with the Personnel and Organization Department in organizational and staffing matters. Although NAPA has delegated maximum autonomy to its Campuses, there are still some specific areas where the Campuses face challenges. Therefore, when NAPA conducts training on the Decentralization Regulations in the future, the NAPA DAKLAK should study the Regulations to propose solutions to any issues. The Campus’ faculty is currently insufficient in terms of both quantity and quality, so it is suggested that the NAPA President and MoHA leaders consider implementing more practical mechanisms to help build the faculty team at the Campus. Additionally, the Campus should develop a methodological and practical job position plan, ensuring the accurate quantification of personnel corresponding to the job positions at the Campus.

Speaking at the meeting, Assoc. Prof. Dr. Nguyen Van Hau congratulated the Campus on initially overcoming difficulties in building the faculty team by transitioning several staff members’ professional titles from officials to lecturers. According to the new regulations, there will be some advantages in the training of senior officials and equivalent positions, and the Campus needs to stay informed and study the documents to implement them. NAPA plans to organize a graduation ceremony and award PhD and Master’s degrees at the Temple of Literature in Ha Noi, and the Campus is requested to inform the students to arrange their schedules to attend.

Dr. Vu Duy Duan stated that in the context of increasing basic salary levels and facing many difficulties regarding revenue sources, the proposal to reduce the autonomy rate to below 76% for the Campus is appropriate. The Planning and Finance Department will review, research, and propose an adjustment plan for the autonomy rate of the NAPA units to ensure suitability and submit it to the competent authorities for consideration and approval. The Campus should coordinate with the Planning and Finance Department in performing tasks, particularly in completing the project to build and renovate the Campus’ facilities.

Speaking at the meeting, Assoc. Prof. Dr. Nguyen Ba Chien thanked Vice Minister Trieu Van Cuong for taking the time to visit and work at the Campus, and he also thanked the leaders of the departments and divisions under MoHA for their attention to NAPA in general and the Campus in particular. He pointed out the advantages of the Campus in various aspects of work, including a united and cohesive staff, modern facilities, and constant attention from the leadership of MoHA and NAPA. If granted permission to offer undergraduate training, it will contribute to creating an enthusiastic atmosphere and increasing revenue for the Campus. However, the Campus still faces several difficulties that need to be addressed, the most significant being the insufficient quantity and quality of the faculty. The Campus has yet to be granted permission to offer undergraduate training; it faces high levels of autonomy compared to revenue sources, and salary payments have increased according to legal regulations. Additionally, the old Campus location at 51 Pham Van Dong has yet to be returned to the state. Assoc. Prof. Dr. Nguyen Ba Chien requested that MoHA leaders continue to pay attention and create favorable conditions for the Camps to overcome these difficulties. He also urged the Campus to continue effectively developing and preparing for undergraduate training, for its staff to enhance their responsibility in using, maintaining, and preserving existing facilities, and for the entire staff to remain united, diligent, and enthusiastic in fulfilling their assigned functions and tasks.

After listening to the opinions of the delegates, Vice Minister Trieu Van Cuong addressed the proposals of the Boards of Directors of NAPA and NAPA DAKLAK. He suggested that in the coming time, the MoHA delegation and NAPA leaders should continue to pay attention to the Campus. The Campus should develop a training roadmap for its staff, ensuring proper qualifications and structure, building and maintaining unity as a foundation for organizing professional and collective activities, and ensuring that the Campus’ leadership is exemplary, impartial, and transparent in their work.

On behalf of the staff at NAPA DAKLAK, Dr. Thieu Huy Thuat expressed his well wishes and gratitude to the Vice Minister and the delegation for their close guidance and practical contributions to all aspects of the Campus’ activities. The Campus will seriously absorb the Vice Minister’s and the NAPA President’s directives and develop specific programs and plans for implementation. Each staff member of the Campus will strive to overcome difficulties, unite, and make efforts to effectively perform their assigned functions and tasks.
