The 2018 Editoral Council Meeting of State Management Review

On March 9th 2018, State Management Review organized the 2018 Editorial Council Meeting. Dr. Dang Xuan Hoan, NAPA President, Chair of the Editorial Council chaired the meeting. Presented at the meeting were members of the Editorial Council and staff of State Management Review.

Dr. Dang Xuan Hoan appreciated the efforts and achievements of State Management Review. He suggested that State Management Review should adopt innovation and focus on recent development of the administrative sciences and management practices while covering the development orientation of NAPA in the new period. He also requested members of the Editorial Council to contribute ideas to the development orientation and annual publication plan of State Management Review.

Mr. Nguyen Quang Vinh, Vice Editor-in-Chief, standing member of the Editorial Council of State Management Review delivered a report on the publications in 2017 in which 12 issues (from Issue 252 to Issue 263) have been published as scheduled. The content of the issues timely reflected the latest news and political situations in the country; disseminated the research results concerning the public sector reform, management practices in sectors and governments at all levels, and the activities of NAPA. State Management Review serves research and training of NAPA. In 2017, a series of articles focusing on the implementation of the Resolution of the Twelfth National Party Congress have attracted readers.   Government leaders including the current Prime Minister Nguyen Xuan Phuc, Minister of Home Affairs Le Vinh Tan, many Vice Ministers, and leaders of central and local authorities have sent their articles to State Management Review.

Since January 2017, State Management Review has met the standards of quality and format of accredited academic journals in the list approved by the National Council for Professor Title. The Review is making effort in upgrading its format and research quality to satisfy the international standards, to be selected and ranked in the respective categories by the Institute for Scientific Information (ISI) or Elsevier’s Scopus in the future.

State Management Review is implementing a project on State Management Review Online which is coming in June 2018.

The report also pointed out the challenges of the Review including moderate number of articles from the contributors who are leading, well-known professionals, quality of certain columns, small circulation, weaknesses in editing and layout, limited physical infrastructure and equipments. Suggestions for quality improvement and reader’s satisfaction were also worked out.

Assoc. Prof. Dr. Luu Viet Cuong, NAPA Vice President, member of the Editorial Council suggested that the Review should develop a detailed plan for improvement to meet the standards of an internationally ranked academic journal. State Management Review should invite more renowned professionals and researchers to send their articles to the Review. On the other hand, there should speed up the realization of State Management Review Online and digitalization of the Review’s publications which will enable reader’s accessibility.

Dr. Le Nhu Thanh, former NAPA Permanent Vice President recommended the Review should reflect various facets of governance practices and administrative sciences while avoiding duplications in coverage. The Review staff should contact and request reputable scholars and prominent practitioners for high quality articles to be published in State Management Review.

The meeting also received various ideas and suggestions such as establishing forums for discussion and review on the themes defined by the Editorial Board to have peer-review for more academic clarification and interaction with readers; setting a new column on theoretical arguments of administrative sciences and state management which is purely theory-oriented, taking into account of the fact that administrative science is very young in Vietnam and theoretical articles will serve research and training of NAPA; meeting international standards including foreign language and citation to be selected and ranked by ISI or Elsevier’s Scopus, publishing quarterly special issues in English in the intermediate time, digitalization of publications for more accessibility of readers and cites; developing a procedure of article appraisal by the Editorial Council.

Dr. Dang Xuan Hoan appreciated all of the ideas and suggestions concerning the development orientation and publication plan 2018 of the State Management Review and requested to set up a forum on development of NAPA and operate State Management Review Online. A Draft Regulation on organization and operation of the Editorial Council which consists of 15 members and has a mandate to assist the Editor-in-Chief in leadership of State Management Review in accordance with the Law on Press and fulfillment of the Review’s mission.
