On June 16, 2022, at the headquarter of the Ministry of Home Affairs (MoHA), Vice Minister Truong Hai Long had a meeting with the delegation of Chandler Academy of Governance, Singapore (CAG). The delegation was led by Mr. Kenneth Sim, Dean of CAG and Deputy Executive Director of Chandler Institute of Governance (CIG).

Attending the meeting were Mr. Vu Dang Minh, Chief of Office (MoHA); Mr. Chu Tuan Tu, Director of International Cooperation Department, representatives from the National Academy of Public Administration, the Department of Training for Cadres, Civil servants and Public employees, and members of the CAG delegation.

The meeting aimed to exchange and discuss MoHA’s priorities with respect to capability training and development for Vietnamese cadres and civil servants and ascertain the participants’ needs and goals for the Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL) of CAG.

Speaking at the meeting, Vice Minister Truong Hai Long welcomed the delegation of CAG. He briefly introduced the functions and tasks of MoHA, with emphasis on training and competency development for cadres, civil servants, and public employees.

Vice Minister Truong Hai Long highly appreciated the cooperation between CAG and the National Academy of Public Administration (NAPA) in (1) providing training programs for leaders and managers of central and local agencies, (2) developing NAPA trainers’ competencies, and (3) collaborating in researching and building case studies on leadership, state governance, and public policies for future use in training leadership and management.

Vice Minister Truong Hai Long acknowledged the cooperation between CAG and NAPA in developing training programs for cadres and civil servants. These programs aim to improve the capacity of strategic leaders to meet the requirements of modern and effective national governance, which is aligned with the common goal of Viet Nam. The Vice Minister hoped that, through the cooperation between CAG and the two Vietnamese institutes, Viet Nam would learn from the good experience of Singapore as well as the experience of countries with modern public governance in the world and effectively apply these practices to the context of Viet Nam.

Speaking at the meeting, Mr. Kenneth Sim would like to appreciate the warm welcome of MoHA and Vice Minister Truong Hai Long to the CAG delegation. He briefly introduced the functions and tasks of CAG and the CAG – NAPA cooperation contents.
Mr. Kenneth Sim noted that CAG is a non-profit organization headquartered in Singapore, with the task of learning and introducing international experiences in training cadres and civil servants of countries around the world. Although the training is based on an international approach, the programs are designed in the direction of localization to accommodate the needs of CAG’s partner countries.

Within the framework of a long-term cooperation relationship with NAPA, Mr. Kenneth Sim affirmed that CAG would develop a training program for Vietnamese cadres and civil servants to ensure that they follow the right direction, share common goals, and achieve high efficiency. The training program for Viet Nam will be designed in the direction of two-way interaction between participants and trainers, which encourages the involvement of participants. In these training programs, besides inviting Singaporean trainers to share Singapore’s public governance experience, CAG will also invite experts from other countries to the programs, aiming to diversify the content and international experience.
