On September 14, 2024, at NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) held the opening ceremony of the training course for public leaders and managers at the ministerial department-level – Cohort 16 in 2024.
Attendees at the opening ceremony included Dr. Tong Dang Hung, Deputy Director of the Refresher Training Management Department; Mr. Giang Thanh Nghi, Head of the Division of Management of Leadership and Management Posts Training; NAPA experts and lecturers; and course trainees.
At the ceremony, Mr. Giang Thanh Nghi, Head of the Division of Management of Leadership and Management Posts Training, announced Decision No. 5426/QD-HCQG dated September 5, 2024, of the NAPA President on the organization of the training course for public leaders and managers at the ministerial department-level – Cohort 16 in 2024. This course is designed for public leaders and managers at the ministerial department-level and those who are in the planning for leadership and management roles at the ministerial department-level or equivalent, working in central committees, ministries, sectors, and agencies.
In his opening remarks, Dr. Tong Dang Hung, Deputy Director of the Refresher Training Management Department, emphasized that the training of cadres, civil servants, and public employees have always been a priority for the Party and the State of Viet Nam, given the particularly important role of this workforce. In fulfilling the functions and duties assigned by the Government and the Prime Minister, NAPA has, over many years, actively and proactively organized numerous training courses focused on leadership and management roles for cadres, civil servants, and public employees. NAPA is gradually developing a model for organizing learning and designing training programs aimed at fostering self-study, with a learner-centered approach. The focus is shifting from teaching problem-solving methods to enhancing learners’ capacity to identify and choose the right problems to solve.
The training program includes not only updates and additions to knowledge but also a clear understanding of the position, responsibilities, duties, and requirements for civil servants, along with methodological management skills and the effective application of these skills in practical work. The course also aims to help trainees fully and effectively utilize management tools, resources, and assets within their organizations to provide informed recommendations to higher authorities for the successful completion of assigned tasks.
Dr. Tong Dang Hung also expressed his hope that the course trainees would be proactive and engaged during the course to ensure high-quality results.
Throughout the course, trainees will be introduced to three modules on general knowledge, five modules on basic leadership and management skills at the ministerial department-level, and two report modules on policy impact analysis and assessment, as well as smart tools in state governance, public financial management, and public financial control. The presentations will be delivered by associate professors, PhDs, senior lecturers from NAPA, and invited experts from outside NAPA.
On behalf of the course trainees, Trainee Nguyen Ngoc Tien, Head of the Domestic Current Affairs Department, Tien Phong Newspaper, expressed gratitude to NAPA leaders for providing the opportunity for trainees to participate in the training course. He also pledged that he, along with the other course trainees, would strictly comply with the rules and regulations, actively engage in learning, and attend all classes to ensure the course is as effective as possible.
