On July 7, 2023, the delegation of the ASEAN Network of Public Service Training Institutes (PSTI), led by Dr. Lai Duc Vuong, NAPA Vice President, attended a study visit in Quang Ninh Province.
The study visit was attended by delegates of PSTIs and international organizations, namely the Institut Perkhidmatan Awam, Prime Minister’s Office, Brunei Darussalam; the Royal School of Administration, Cambodia; the Public Administration Research and Training Institute (PARTI), Ministry of Home Affairs (MOHA) of Laos; the National Institute of Public Administration (INTAN), Malaysia; Civil Service Academy (Upper Myanmar) and Civil Service Academy (Lower Myanmar) from the Union Civil Service Board, Myanmar; Philippine Civil Service Commission and Civil Service Institute (CSI), the Philippines; Chandler Institute of Governance (CIG), and the Eastern Regional Organization for Public Administration (EROPA).
On the side of NAPA, there was Ms. Pham Thi Quynh Hoa, General Director, the Department of International Cooperation (ICD) and ICD officers.
Representing Quang Ninh Province, there was Mr. Bui Tuan Anh, Deputy Director of Quang Ninh Department of Home Affairs, along with representatives from the Department of Planning and Investment, the Department of Information and Communications, the Office of the Provincial People’s Committee, the Department of Foreign Affairs, Nguyen Van Cu Cadre Training School, and the Provincial Public Administration Service Center.

In his welcome speech, Mr. Bui Tuan Anh – Deputy Director of the Quang Ninh Provincial Department of Home Affairs, extended greetings on behalf of the provincial leadership to the Heads of the ASEAN PSTI Network. He expressed his wishes for the study visit in Quang Ninh province to yield fruitful results and emphasized the province’s willingness to collaborate with esteemed PSTIs across the ASEAN region and worldwide in enhancing the capabilities of public leaders and managers in the future.

During the study visit, Dr. Lai Duc Vuong, NAPA Vice President, introduced the PSTI Heads of the ASEAN PSTI Network and affirmed the significant contribution of the Network in promoting cooperation and exchange among PSTIs in human resource development and capacity building. He emphasized the role of training institutions in fostering innovation in public service activities and proposed discussion topics and information sharing to ensure the effectiveness of the working session.
During the session, Mr. Bui Tuan Anh presented the proposed topics related to the management and development of local areas in the context of globalization, opportunities, and challenges, as well as the province’s experience in training and developing the leadership and management capacity of public leaders in the context of globalization and digitalization, aiming to promote sustainable socio-economic development.

During the study visit, the delegates visited the Quang Ninh Provincial Public Administration Service Center.
At the end of the working session, Dr. Lai Duc Vuong expressed his gratitude to the leadership of Quang Ninh province for their support and facilitation, which contributed to the smooth and effective working session. He extended his best wishes for the good health and successful work of all provincial leaders and officials.
