Opening ceremony of the training course “Improving leadership skill, digital transformation and public administration reform”

On September 26, The Ministry of Home Affairs (MoHA) of Viet Nam cooperated with Normandie School of Management (EM Normandie) to organize the opening ceremony of the training course “Improving leadership skill, digital transformation and public administrative reform” for young managers and female officials from Vietnamese localities in Le Havre city, France.

Attending the event were the Minister of Home Affairs of Viet Nam Pham Thi Thanh Tra; Mr. Dinh Toan Thang, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to the French Republic; Ms. Caroline Le Clercq, Deputy Mayor of Le Havre City; Mr. Elian Pilvin, Principal and Director General of EM Normandie, along with the School’s leaders and participants who are young managers and female officials from Vietnamese local governments.

Speaking at the opening ceremony, Minister Pham Thi Thanh Tra thanked the EM Normandie for the warm welcome shown to the MoHA delegation and the Vietnamese participants of the training course.
Minister Pham Thi Thanh Tra highly appreciated the cooperation relationship with the deep historical and cultural ties between Viet Nam and France. The bilateral strategic partnership establishment in 2013 reflects the two countries’ determination to further deepen the bilateral relations with a long-term and solid vision and with specific and diverse implementation steps in many fields, including cooperation in civil service and training.
The MoHA of Viet Nam and the French Ministry of Public Transformation and Service also signed a Bilateral Cooperation Agreement on civil service and administrative modernization to promote the development of the Vietnamese civil service, experience exchange, and good practices in public governance between Viet Nam and France.
According to Minister Pham Thi Thanh Tra, the training course “Improving leadership skill, digital transformation and public administration reform” for young managers and female officials from Vietnamese local governments at EM Normandie is a practical activity within the framework of cooperation in training and receives much interest from the two governments. This is the first event to realize the direction of the Prime Minister of Viet Nam Pham Minh Chinh on the development and implementation of the Scheme for training young cadres and female officials of local and central governments in the 2022-2026 period, with a vision to 2030.

Minister Pham Thi Thanh Tra emphasized this is the first training course of the Scheme in the 2022-2026 period; the course is of great significance and the beginning of a training program to improve governance capacity for young leaders and female leaders of local governments. It is also one of the practical activities to celebrate the 50th anniversary of bilateral diplomatic ties (1973-2023) and the 10th anniversary of bilateral strategic partnership (September 2013 – September 2023).

Speaking at the opening ceremony, Mr. Elian Pilvin, Principal and General Director of EM Normandie warmly welcomed Minister Pham Thi Thanh Tra, the Vietnamese MoHA delegation and participants who visit, work, and study at EM Normandie.
Mr. Elian Pilvin would like to thank the Government, Minister and Ministry of Home Affairs of Viet Nam for trusting in sending the delegation to study at EM Normandie. According to him, the School has been honored to organize training courses for hundreds of public leaders and managers of the Vietnamese Party Central Committee’s Organization Commission and localities of Viet Nam for the past nine years. The School is committed to the mission of training public leaders and managers for Viet Nam and facilitating the successful implementation of the training course.
