Opening Ceremony of the “Modern and Effective National Governance Program for Emerging Leaders” – Cohort 3

On July 1, 2024, the National Academy of Public Administration – Ho Chi Minh City Campus (NAPA HCMC), in partnership with the Chandler Institute of Governance, Singapore (CIG), launched the “Modern and Effective National Governance Program for Emerging Leaders”.

On behalf of NAPA, there were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President; Ms. Pham Thi Quynh Hoa, Director of the International Cooperation Department; Dr. Truong Cong Hoa, Executive Deputy Director in charge of NAPA HCMC; and program participants from the NAPA units and different provinces and cities.

Following the success of the first and second cohorts of the program, the third cohort of MENGPEL is being conducted both domestically and internationally. The program is delivered by experienced international experts in leadership and management training. The program focuses on strengthening the important and updated group of capabilities that public leaders and managers must master to increase the quality of management, administration, and execution of official tasks, fulfill public expectations, and serve the people via modern, effective national governance.

The program is designed to combine theoretical knowledge and practical leadership and management, enriched with the practical experience and deep understanding of both international and Vietnamese experts. The program will help to improve the capacity of emerging strategic level public leaders, meeting the requirements of modern, effective national governance.

In his opening remarks, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, expressed his gratitude to CIG for their interest and support. Building on the success of the two cohorts in 2022 and 2023, Assoc. Prof. Dr. Nguyen Ba Chien hoped that each module of the program would provide additional practical implementation and application experience of management and administration models for the participants.

Assoc. Prof. Dr. Nguyen Ba Chien, affirmed that the third cohort of MENGPEL represents a solid continuation of the long-term cooperation program in training emerging strategic level public leaders between the Ministry of Home Affairs (MoHA), NAPA, and CIG. This is a meticulously designed program, rich in practicality, aligning with current trends and realities.

Participants will develop the following capabilities during the program:

First, developing a comprehensive vision for leaders and the capacity to identify the internal and external environment of organizations; understanding the dynamics of individuals, groups, and organizations in order to make appropriate management decisions.

Second, improving awareness of modern and effective national governance context, transformative setting, the opportunities and challenges faced by leaders and managers, and the role and necessary leadership responsibilities and abilities to fulfill the new requirements.

Third, developing skills to work effectively in a globalized and digitalized world, including the ability to integrate and operate in an international setting, communication skills, international negotiation, and communication crisis management, and digital transformation in government agencies.

Fourth, building and developing robust organizations and management systems; skills for effective coordination between central and local governments.

Fifth, developing analytical and systems thinking abilities; utilizing these skills in policy formulation and implementation; successfully analyzing and addressing complex issues in the context of contemporary and effective national governance.

Assoc. Prof. Dr. Nguyen Ba Chien expressed his heartfelt thanks for the guidance and support of MoHA leaders and its functional units. He also sincerely thanked CIG for always respecting and listening to the needs of their partners, for closely cooperating with NAPA in the program development, and for inviting experts with in-depth professional knowledge and practical experience to deliver in the program. He extended his gratitude to the ministries, sectors, localities, agencies, and organizations that have shown interest in training high-quality human resources to serve the development of their sectors and localities, contributing to the overall development of Viet Nam.

At the opening ceremony, Mr. Kenneth Sim, Managing Director (Strategy and Research) of CIG, expressed his pleasure in participating in the event and emphasized that the third cohort of MENGPEL marks a significant step in the fruitful collaboration between CIG and NAPA. He highlighted that both sides have carried out a series of productive activities and effectively collaborated to design the program, aiming to bring the best practices from around the world to the participants while ensuring that the training program is suitable for the context of Viet Nam.

Mr. Kenneth Sim sincerely thanked NAPA and MoHA for their continued trust in CIG to run MENGPEL together. He stated that CIG is honored to support the Government of viet Nam by funding, co-designing and co-delivering the programme. The launch of the third cohort of MENGPEL marks another significant milestones in the ongoing partnership between CIG and the Government of Viet Nam.

The program is divided into four modules:

Module 1, held at NAPA HCMC from July 1, 2024, to July 5, 2024.

Module 2, held at NAPA HCMC from July 22, 2024, to July 26, 2024.

Module 3, held in Singapore from August 19, 2024, to August 23, 2024.

Module 4, held at NAPA HCMC from September 9, 2024, to September 13, 2024.
