NAPA LECTURERS AND MANAGERS PARTICIPATING A STUDY VISIT TO SINGAPORE IN THE CAPACITY DEVELOPMENT PROGRAM

NAPA delegation led by Mr. Le Hoang Anh, Deputy General of Department of Organization and Personnel paid a study visit to Singapore in the framework of the program on «Enhancing capacity in curricula development for the training on public policy formulation, implementation, and evaluation for public leaders and managers”, from December 2 to December 7, 2019.

The study visit was the fourth component of the program for cooperation between the National Academy of Public Administration and the Singapore Civil Service College (CSC), with the funding from the Temaseck International Foundation. This one-year cooperation aims to improve capacity of NAPA lecturers and managers in developing and delivering the training programs on public policy formulation, implementation, and evaluation for public managers and leaders. The study visits facilitates NAPA lecturers and managers to learn about Singaporian experience in  public policy formulation, implementation and evaluation.

During the capacity building program, NAPA lecturers and managers studied the process of policy formulation and implementation in Singapore; objectives and philosophy behind the policies; conditions for effective public policy development, the role of leaders in good public policy making; adaptation of the policy agencies and implementers to meet the changing needs of the country; the policy impacts on social life and national development. At the same time, NAPA delegation also learned about the challenges and experience of Singapore in responding to the challenges in policy formulation and implementation. The delegation was introduced with some specific policies of Singapore such as education policy, land planning policy, housing development policy, social security policy and paid field visits to study the implementation and impacts of the introduced policy.

At the end of the program, the members of the delegation discussed and drew lessons learnt from the study visit to Singapore, developed a plan to apply the knowledge and experience gained in the visit into their teaching and research, into organization of NAPA’s capacity building programs on policy formulation and implementation for public leaders and managers.
