Cooperation Agreement Signing Ceremony between National Academy of Public Administration of Viet Nam and Normandie School of Management of France

On September 26, following the Opening Ceremony of the training course “Improving leadership skill, digital transformation, and public administrative reform” for young managers and female officials in Vietnamese local governments, a cooperation agreement was signed between the National Academy of Public Administration (NAPA) and the Normandie School of Management, Republic of France (EM Normandie).

On behalf of the two training institutions, Mr. Elian Pilvin, Principal and Director General of EM Normandie and Dr. Nguyen Dang Que, NAPA Executive Vice President, signed the cooperation agreement in the presence of Viet Nam’s Minister of Home Affairs Pham Thi Thanh Tra; Mr. Dinh Toan Thang, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to the French Republic; Ms. Caroline Le Clercq, Deputy Mayor of Le Havre City, and Mr. Jean Louis Gregroire, President of EM Normandie.

The cooperation agreement between NAPA and EM Normandie aims to establish a long-term and effective partnership in training and scientific research in public administration and public governance, as well as in developing high-quality management and leadership human resources, contributing to the development and modernization of the civil service and meeting the requirements of the administrative reform and national renewal processes.

The cooperation agreement focuses on training for leadership, management, training high-quality human resources for state administrative agencies and non-business units in Viet Nam at the central and local levels, cooperation in scientific research, and exchange of lecturers, students, and public managers.

According to Minister Pham Thi Thanh Tra, NAPA is a special public non-business unit under MoHA and a national and leading training center for civil servants and public employees. The institution plays an important role in the administrative reform process, particularly in the administrative reform of civil service and civil servants.

Minister Pham Thi Thanh Tra strongly believes that the cooperation agreement,  with its diverse cooperation methods, cooperation content focusing on topical and urgent issues, the commitment and support of the Vietnamese MoHA and the French Ministry of Public Transformation and Service, and the efforts of the two training institutions, will be the legal basis and a solid foundation for establishing and developing the cooperation relationship between the two sides, for the purpose of building a contingent of public managers and leaders to meet the requirements of duties for the national civil service.

Minister Pham Thi Thanh Tra required NAPA to proactively coordinate with EM Normandie to identify effective and creative methods and to develop and implement a concrete and practical cooperation plan in a thorough and effective manner as soon as possible. The Minister hopes that EM Normandie, with its long tradition and international reputation, would become a strategic partner and actively cooperate and support NAPA in implementing the cooperation agreement. This will play an active role in improving cadres’ and civil servants’ capacity and realizing the goal of building a dynamic, professional, effective, adaptive, and people-centered civil service in each country.

Speaking at the Signing Ceremony, Mr. Jean Louis Gregroire, President of EM Normandie, expressed his gratitude to Minister Pham Thi Thanh Tra and the MoHA of Viet Nam for their trust and facilitation of cooperation in training for cadres and civil servants as well as for developing and signing the cooperation agreement between EM Normandie and NAPA.

Mr. Jean Louis Gregroire highly appreciated the Vietnamese government’s focus on the training of female public leaders and employees. He proudly presented the School’s 150-year history of establishment and development to the delegation, with the mission of training future managers and leaders who are responsible and adaptable in a diverse cultural environment.

For his part, Ambassador Dinh Toan Thang highly acknowledged the recent results of Viet Nam-France cooperation in the field of home affairs as well as cadre and civil servant training. The Ambassador emphasized the importance of the Ministry of Home Affairs’ working visit to France in establishing key milestones and elevating the cooperation between the Vietnamese MoHA and the French Ministry of Public Transformation and Service.

Ms. Caroline Le Clercq, Deputy Mayor of Le Havre City, expressed her delight at attending the Signing Ceremony. She highlighted the City’s potential for training collaboration, particularly in sharing digital transformation experiences.

According to Mr. Elian Pilvin, Principal, Director General of EM Normandie, the School, with its extensive experience in training human resources for the Government and localities of Viet Nam, will cooperate closely with MoHA and NAPA to develop cooperative relations in the training of public leaders and managers. He also proposed that the two sides work together to build a high-quality training center.

After the working session, Minister Pham Thi Thanh Tra and delegation members paid tribute and visited the site in Le Havre City where late President Ho Chi Minh used to live and work for many years.
