The cooperation between Normandie School of Management and the National Academy of Public Administration in training and scientific research

On November 16, 2022, in Hanoi, Dr. Nguyen Dang Que, Executive Vice President of the National Academy of Public Administration (NAPA), had an online meeting with leaders of the Normandie School of Management (EM Normandie), France.

Attending the meeting, on the side of NAPA were leaders of the Department of Graduate Training Management, Department of Refresher Training Management, Institute of Administrative Studies, Department of International Cooperation (ICD), Department of Personnel and Organization, and ICD staff.

On the side of EM Normandie were Mr. Elian Pilvin, Principal and Director General of EM Normandie, Ms. Solène Heurtebis, Director of Strategy, Assoc.Prof.Dr. Mai Nam Thang, Viet Nam Project Manager, and Assoc.Prof.Dr. Tran Nguyen Khoi, Viet Nam Project Coordinator.

Based on the Cooperation Agreement between NAPA and EM Normandie signed in September 2022, Dr. Nguyen Dang Que focused on exchanging and discussing four key contents:

First, cooperation in undergraduate and postgraduate training. The emphasis is placed on cooperation in researching and developing joint training programs, recognition of training programs and modules between the two institutions, and coordination and financial mechanism.

Second, cooperation in the training of public leaders and managers from localities, with a combination of domestic and overseas training.

Third, coordination in organizing training programs for NAPA trainers.

Fourth, cooperation in organizing international conferences, conducting scientific research, and publishing international scientific research works, etc.

Dr. Nguyen Dang Que suggested that EM Normandie be one of the main partners, along with the Chandler Institute of Governance (Singapore), the University of Canberra (Australia), and the Eastern Region Organization for Public Administration (EROPA), to collaborate with NAPA in organizing the annual international conference entitled “Modern and effective national governance”. Dr. Que hoped that NAPA and EM Normandie would continue to promote specific and quality exchange and cooperation activities, with the goal of having the first joint Bachelor’s training courses in the academic year 2023 – 2024.

Mr. Elian Pilvin highly appreciated NAPA leaders for having specific and practical suggestions to realize the goals in the fields of cooperation agreed upon by the two sides. Basically agreeing with the exchanged contents, Mr. Elian Pilvin set high expectations for the close connection and long-term cooperation between EM Normandie and NAPA. He also proposed the two sides coordinate and set out a specific implementation roadmap to rapidly realize quality cooperation contents. In the immediate future, the two institutions should coordinate to develop a high-quality Bachelor’s program recognized in both Viet Nam and the French Republic.

On this occasion, on behalf of NAPA leaders, Dr. Nguyen Dang Que would like to invite leaders, experts and officials of EM Normandie to visit Viet Nam and have working sessions at NAPA.
