On July 16, 2024, during the working visit to the Republic of Korea (RoK), Minister Pham Thi Thanh Tra and the Vietnamese MoHA delegation visited the Ministry of Personnel Management (MPM) of the RoK.
The delegation was received by Mr. Yeon Won Jeong, Minister of Personnel Management of the RoK, and representatives of relevant departments.
At the meeting, Minister Yeon Won Jeong expressed his pleasure in working with Minister Pham Thi Thanh Tra and the delegation. He also provided an overview of the functions and duties of MPM of the RoK.
MPM is a central government agency of the RoK responsible for designing and implementing a variety of public personnel policies including recruitment, remuneration, human resource development, welfare and pension programs, and ethics and disciplines affecting public officials of Korea.
MPM is leading government innovation through proactive management activities and high specialization, leveraging the capabilities and creativity of public officials to benefit the public.
Along with the digital transformation trend of the South Korean government, MPM is building a foundation for the digital transformation process by expanding training in coding, artificial intelligence (AI), the Internet of Things (IoT), and big data to develop AI and IT experts, as well as to strengthen the digital capabilities of public officials.
Minister Yeon Won Jeong affirmed that South Korea values personnel innovation because only through innovation and reform can the demands of a dynamic, citizen-serving government be met. “Creating a disciplined public service to generate public value and uphold public official ethics is the development philosophy of the MPM of the RoK,” emphasized Minister Yeon Won Jeong, expressing his readiness to share management experiences in relevant fields with the MoHA of Viet Nam.
In her part, Minister Pham Thi Thanh Tra expressed her gratitude for the warm reception extended by Minister Yeon Won Jeong and the MPM of the RoK to the MoHA delegation.
She expressed her desire to learn from South Korean experience in the recruitment, utilization, and management of public officials; retainment and employment of talented individuals in the public sector; and the management regimes of South Korean public officials. Through this, the MoHA of Viet Nam will selectively reference these experiences to serve in advising and formulating policies on public personnel management, especially in the upcoming amendments and supplements to the Law on Cadres and Civil Servants and the Law on Public Employees of Viet Nam.
On this occasion, Minister Pham Thi Thanh Tra proposed that the two Ministries sign a cooperation memorandum on areas of mutual interest. She extended an invitation to Minister Yeon Won Jeong to visit Viet Nam and sign the memorandum of understanding in the period between August and October 2024.
