(Quanlynhanuoc.vn) – Implementing a cooperation program between the Embassy of the French Republic in Viet Nam, the National Institute of Public Service (INSP) of the French Republic, the Ho Chi Minh National Academy of Politics (HCMA), and the National Academy of Public Administration (NAPA), an online training course “Digital Administration” was launched on October 17th, 2022, at Ho Chi Minh National Academy of Politics.
Attending the opening ceremony were Assoc.Prof.Dr. Hoang Van Nghia, Director of the International Cooperation Department, HCMA; Dr. Nguyen Dang Que, NAPA Executive Vice President; Mr. Béla Hégédus, Cooperation Attaché, French Embassy; Mr. Alexandre Tran-Chuong, senior project manager and international partner in Asia and the America region, INSP; course participants, i.e. lecturers and public officials and employees of HCMA and NAPA.
On behalf of HCMA leaders, Assoc.Prof.Dr. Hoang Van Nghia delivered the course opening speech, welcoming participants and stating that the training course was held in the context of Viet Nam and France aiming to celebrate the 50th anniversary of bilateral diplomatic ties (1973 – 2023). The Party and State of Viet Nam place special attention on institutional improvement, especially on promoting the digital transformation process and the development of human resources to build and perfect institutions. Digital transformation has been posing many challenges in terms of information security, citizenship, data system safety, data sharing among agencies, etc. Therefore, the HCMA and NAPA share the pioneering role in achieving the key task of training a team of public leaders and managers to master the digital environment, thereby promoting digital transformation and digital administration.
Assoc.Prof.Dr. Hoang Van Nghia appreciated the effective cooperation of the French Embassy and the French National School of Administration (ENA) – now INSP in training many Vietnamese public leaders and managers. The cooperation between training institutions in Viet Nam and France is becoming more effective and active.
In the opening speech, Dr. Nguyen Dang Que, NAPA Executive Vice President, mentioned Viet Nam’s socio-economic development strategy in the coming time with the goal of “Strengthening science and technology, innovation and digital transformation to create breakthroughs in productivity, quality, efficiency and competitiveness”. To achieve this goal, digital transformation is both the end and the driving force for promoting digital government, digital government, digital administration, digital society and digital citizenship.
In the process of digital transformation and digital administration, leaders from central to local levels must change their awareness and improve their capacity to become willing, decisive, leading and proactive actors in applying digital technology. These leaders should also act as an agent of change, directing and operating the digital transformation work and building a digital administration in agencies and units so that all public employees have full awareness and become proficient in using digital technology in handling internal affairs and providing digital services to the people. As the administrative systems of Viet Nam and France have many similarities, the organization of a training course to improve the capacity of civil servants on digital transformation and digital administration and learn from the experience of digital transformation from France fulfils the needs and requirements of the majority of the course participants.
The training course “Digital Administration” will be an effective and meaningful cooperation project between the leading training institutions for Vietnamese and French leaders and managers. Dr. Nguyen Dang Que believed that this cooperation relationship would maintain and develop to maximize the strengths and resources of the two sides in the coming time.
Mr. Béla Hégédus affirmed that France had accompanied Viet Nam in many aspects of digital transformation and digital government. This “Digital Administration” training course is a part of the cooperation framework between the Vietnamese Ministry of Home Affairs and the French Ministry of Public Transformation and Service. This is one of the important contents of the cooperation agreement, sharing good experiences in digital transformation.
The cooperation between the Vietnamese Ministry of Home Affairs and the French Ministry of Public Transformation and Service is one of many cooperation programs supported by the Embassy of the French Republic in Viet Nam to train cadres and civil servants for Vietnamese digital transformation agencies. Mr. Béla Hégédus believed that the connection of the Embassy of the French Republic in Viet Nam with Vietnamese and French agencies would be promoted, resulting in more cooperative relationships in the administration field in particular and in all aspects of socio-economic life for development in general.
Speaking at the ceremony, Mr. Alexandre Tran-Chuong welcomed the participants to the online course. According to him, INSP and the French Embassy in Viet Nam have been and are carrying out many cooperation projects with Vietnamese agencies and organizations. In 2023, along with the 50th anniversary of the establishment of diplomatic relations between Viet Nam and France, INSP will conduct more cooperation activities on sustainable development between Viet Nam and France.
The online training course “Digital Administration” was held from October 17 to October 21, 2022 and covered the following topics: (1) General introduction to digital transformation policies in French state agencies: history, major policies, and key institutions; (2) Institutional and technical issues in the development of digital administration: practical comparison; (3) Administrative simplification; (4) Renewal of leadership and management; (5) Digital data: the new gold mine of public policy and the issue of personal data protection. Knowledge and experience are shared during the course by French civil servants, senior officials and experienced experts who have been accompanying the Viet Nam E-Government Project.
