On May 4, 2024, in Bac Kan province, the National Academy of Public Administration (NAPA), in collaboration with the Department of Home Affairs of Bac Kan province, organized the opening ceremony of the training course for public leaders and managers at the provincial department level – Cohort 3/2024.

Attending the opening ceremony, from Bac Kan province, were Mr. Pham Duy Hung, Member of the Standing Bureau of Provincial Party Committee, Vice Chairman of the Provincial People’s Committee and Mr. Le Van Hoi, Director of the Provincial Department of Home Affairs.
On the side of NAPA, there were Dr. Tong Dang Hung, Deputy Director, Department of Refresher Training Management, lecturers and officials from the Department of Refresher Training Management and all 49 course participants.
The training course for public leaders and managers at the provincial department level – Cohort 3/2024 is organized under Decision No. 2895/QD-HCQG dated May 2, 2024, of the NAPA President. The course is for 49 public servants working in various departments, agencies, and sectors of Bac Kan province.

In his remarks, Dr. Tong Dang Hung, Deputy Director, Department of Refresher Training Management, NAPA, emphasized the importance of training for public servants, including public leaders and managers at the provincial department level. He highlighted that the training program not only updates
and supplements knowledge and skills for public leaders and managers at the provincial department level but also contributes to the standardization of this team before and after the appointment. This is both an obligation and a right for participants. Therefore, participants need to have a reasonable plan to allocate time effectively to attend all lectures and ensure successful completion of the course.
In recent times, NAPA and the Department of Home Affairs of Bac Kan province have closely coordinated and implemented many training courses, thus improving the quality of public servants of Bac Kan province. To successfully organize this course, Dr. Tong Dang Hung hopes to receive regular attention, direction, coordination, and support from the leaders of the Provincial Party Committee and the Department of Home Affairs of Bac Kan province throughout the course.

During the course, participants will follow the program issued by the Ministry of Home Affairs under Decision No. 425/QD-BNV dated June 2, 2022, including 2 modules on general knowledge; 6 modules on basic skills and 2 specialized reports (managing public servants under management authority and building and managing local industry and field brands). Through this, participants will gain a clearer understanding of the position, functions, and tasks of the provincial level and the role of provincial-level leaders in the state administrative apparatus, thus enhancing the responsibility and effectiveness of public service implementation among provincial-level leaders and managers.
