NAPA expands collaboration with the University of Waikato, New Zealand

On June 17, 2024, at NAPA Headquarters in Ha Noi, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, worked with the delegation from the University of Waikato, New Zealand.

On the side of NAPA were Dr. Le Thanh Huyen, Director of the Department of Graduate Training Management; Dr. Bui Huy Tung, Director of the Department of Refresher Training Management; Assoc. Prof. Dr. Nguyen Van Hau, Chief of Office of NAPA; Ms. Pham Thi Quynh Hoa, Director of the Department of International Cooperation.

From the University of Waikato were Ms. Sharon Calvert, Director of International; Ms. Nguyen Lam Giang, Regional Engagement Lead, South East Asia; Mr. Dang Tran Duy Quan, Regional Manager – Southeast Asia and Viet Nam.

The working session aimed to continue expanding and developing cooperation in training and academic research between NAPA and universities in Australia and New Zealand, including the University of Waikato. This effort aims to formalize the outcomes of the Ministry of Home Affairs’ working visit to New Zealand led by Assoc. Prof. Dr. Trieu Van Cuong, MoHA Vice Minister, from May 8 to May 14, 2024.

Speaking at the working session, Ms. Sharon Calvert expressed her honor and pleasure at the warm reception from NAPA. She shared an overview of the University of Waikato, noting that according to the latest university rankings, the University of Waikato is ranked 235th in the world and 3rd in New Zealand. The University has a rich history and is a leading institution focusing on research with a multidisciplinary model. Its strengths lie in management, administration, and public administration. Additionally, the University is renowned in computer science, AI, and education. Ms. Sharon Calvert hopes that the strengths of the University of Waikato will provide a solid foundation and favorable conditions for numerous cooperation opportunities with NAPA in training staff, particularly in training female leaders and capacity building, which are key focus areas of the University.

In his part, Assoc. Prof. Dr. Nguyen Ba Chien proposed several areas of collaboration, such as coordinating participation in international seminars and workshops within the activities of the ASEAN Network of Public Service Training Institute (PSTI) scheduled for October 2024 and the annual conference of the Eastern Regional Organization for Public Administration (EROPA). He also suggested conducting surveys, research, and exchanges to expand cooperation in training female leaders and managers. Furthermore, he proposed coordinating exchanges and consulting on the implementation of local delegations’ training and practical research abroad, with localities placing orders for training programs lasting from 1 to 2 weeks.

Additionally, the two sides discussed the potential for collaboration in training master’s students in public management and undergraduate students, and in training and enhancing the capacity of faculty members with modern teaching knowledge, skills, and methods. They also discussed organizing practical study programs, faculty exchanges, and training for public and private sector leaders and managers, as well as research, and implementing programs, projects, and initiatives.

In the spirit of promoting practical and long-term cooperation, both sides agreed to implement several priority areas of cooperation soon. They expressed a desire to continue sharing detailed information and agreed to sign a Memorandum of Understanding on cooperation, expected during the visit of the Vice-Chancellor of the University of Waikato to Viet Nam in December 2024.
