The Ministry of Home Affairs has reduced 37.5% of public non-business units compared to 2015, exceeding the target set by Resolution No. 19-NQ/TW

On June 10, 2024, at the National Assembly House, Vice Chairman of the National Assembly Nguyen Khac Dinh, Head of the Supervisory Delegation of the National Assembly Standing Committee on “The implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of the activities of public non-business units in the 2018-2023 period,” presided over the working session of the Supervisory Delegation with the Ministry of Home Affairs (MoHA) and the Ministry of Finance (MoF). According to the report at the session, the number of public non-business units under the management of MoHA as of December 31, 2023, was 15 units, a reduction of 9 units compared to 2015; a reduction of 7 units compared to 2017; and a reduction of 3 units compared to 2021. The Ministry has reduced 37.5% of public non-business units compared to 2015, exceeding the target set by Resolution No. 19-NQ/TW, which aimed for at least a 10% reduction. No new public non-business units were established under the Ministry’s management. Compared to 2015, MoHA has reduced 728 payroll positions funded by the state budget (a 47.2% reduction), exceeding the target of Resolution 19-NQ/TW.

By the end of 2021, MoF had reduced 11 public non-business units compared to 2015, equivalent to a 29.7% reduction, achieving the goal of reducing at least 10% of public non-business units by the end of 2021 compared to 2015, as required by Resolution No. 19-NQ/TW of the 12th Central Committee of the Party on continuing to innovate the organizational and management system, improving the quality and efficiency of public non-business units. By the end of 2023, MoF had reduced one public non-business unit compared to 2021, equivalent to 3.33%. Since 2017, MoF has dissolved, ceased operations, merged, or converted 12 public non-business units into administrative organizations. Since 2015, MoF has downsized nearly 1,300 payroll positions.

At the working session, members of the Supervisory Delegation highly appreciated the preparation of the general report and the supplementary reports by MoHA and MoF. They acknowledged the efforts, proactiveness, seriousness, and responsibility of both Ministries in implementing the Party’s policies on public non-business units, with a focus on Resolution No. 19-NQ/TW, implementing, advising, and promulgating legal regulations on reforming the organization, management, and improvement of the quality and efficiency of public non-business units.

Many localities reported that the requirement to reduce the number of payroll positions funded by the state budget by 10% in all sectors and fields is inappropriate, especially for essential sectors and fields where the number of positions needs to be increased to ensure the fulfillment of political tasks, such as education and health. MoHA acknowledged the validity of these concerns. However, only localities can allocate and decide where staffing reductions are appropriate and necessary.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Khac Dinh acknowledged the responsible participation of MoHA and MoF, which has promoted localities and sectors and directly advised the Government and the Prime Minister in issuing many documents, action programs, and plans to implement Resolution No. 19-NQ/TW. Among them, MoHA has advised and issued 37 documents; MoF has advised and issued 14 documents. The system of documents advised and issued by the two Ministries has closely followed the Party’s policies, ensuring synchronization in the legal system and practical implementation to promote the realization of Resolution No. 19-NQ/TW and gradually complete the institutional framework. This has contributed to improving the effectiveness and efficiency of managing public non-business units, changing the method of state budget support through orders, task assignment, and bidding associated with the quantity and quality of products; the provision of public non-business services has also improved. The implementation results in the 2015-2021 period showed that both Ministries had exceeded the targets set by Resolution No. 19-NQ/TW.

Vice Chairman of the National Assembly Nguyen Khac Dinh requested MoHA and MoF to incorporate the feedback from the Supervisory Delegation members to complete their report and resend it to the Supervisory Delegation. The Supervisory Delegation will review the recommendations of the two Ministries to include them in the supervisory results report and the resolution of the National Assembly Standing Committee.
