Workshop “Current State of Self-Governance Models in Villages and Hamlets in the Central Highlands”

In line with the task of a ministerial-level research project approved for 2023, on May 23, 2024, the National Academy of Public Administration – Dak Lak Campus (NAPA DAKLAK) organized a workshop titled “Current State of Self-Governance Models in Villages and Hamlets in the Central Highlands”.

Attending the conference were the following guests: Ms. Nguyen Thi Thu Huong, Provincial Party Committee Member and Director of the Department of Home Affairs of Dak Nong province; Mr. Bui Hieu, Provincial Party Committee Member and Deputy Director of the Department of Home Affairs of Dak Nong province; Ms. Bui Thi Hoang Dieu, official at the Division of Government Building and Youth Affairs, Department of Home Affairs of Dak Nong province; Mr. Le Xuan Chien, Deputy Head of the Division of Government Building and Youth Affairs, Department of Home Affairs of Dak Lak province; Mr. Ngo Sau, Former Vice Rector of the School of Politics of Dak Lak province; Assoc. Prof. Dr. Buon Krong Tuyet Nhung, Lecturer at Tay Nguyen University; Assoc. Prof. Dr. Tuyet Hoa Nie Kdam, Former Lecturer at Tay Nguyen University. From NAPA, there were lecturers and academics from various NAPA departments and faculties. From the NAPA DAKLAK, there were Dr. Thieu Huy Thuat, Acting Director of the Campus and the project leader, along with other lecturers and staff.

In his opening report, Dr. Thieu Huy Thuat, the workshop chair, emphasized that although not an administrative level, villages and hamlets hold significant importance for local government. The self-governance activities of village and hamlet communities do not undermine the power and interests of the state. The form of community self-governance in villages and hamlets is a type of social management that supplements and supports the state’s social management activities. Inheriting the self-governance mechanism according to the customary laws of traditional social institutions in the Central Highlands’ ancient villages, current community self-governance in villages and hamlets is organized to meet the needs of handling common affairs in various fields and practicing grassroots democracy. Village and hamlet communities in different localities engage in self-governance in numerous fields ranging from the economy, security, and order, to culture and environmental protection. Each field has achieved positive results, thus maintaining security and order, preserving cultural identity, protecting the environment, and promoting local economic development. However, alongside these positive outcomes, community self-governance in villages and hamlets in the Central Highlands provinces also faces certain limitations that need further research to address. This workshop serves as a forum for exchanging, discussing, and deepening the understanding of the significance, role, and current state of community self-governance in villages and hamlets in the Central Highlands, thus proposing solutions and recommendations to enhance the effectiveness of village and hamlet self-governance models in the Central Highlands provinces in the future.

Over two discussion sessions, the presentations and speeches focused on three main issues:

(1) Theoretical issues about local self-governance and community self-governance in villages and hamlets, including concepts, necessity, entities, and methods of self-governance;

(2) Evaluation of the current state of community self-governance models in villages and hamlets in the Central Highlands, highlighting achievements and challenges in implementation;

(3) Proposing solutions and recommendations to improve the effectiveness of community self-governance models in villages and hamlets in the Central Highlands in the future.

In his concluding remarks, Dr. Thieu Huy Thuat expressed gratitude to the delegates, academics, and all staff members of the Campus for their participation and valuable viewpoints and experiences related to the organization and activities of the self-governance model in villages and hamlets in the Central Highlands. He also requested the workshop organizing committee to compile the contributions, prepare a summary report of the workshop results, and provide the research team with arguments to effectively implement the research project.
