MoHA delegation works with the National Human Resources Development Institute (NHI), RoK

On July 17, 2024, as part of the working visit to the Republic of Korea (RoK), a delegation from the Ministry of Home Affairs (MoHA), led by Minister Pham Thi Thanh Tra, had a working session with the National Human Resources Development Institute (NHI) of the RoK.

Welcoming the delegation were Mr. Kim Chae-Hwan, NHI President, and representatives from various NHI organizations.

Speaking at the meeting, Minister Pham Thi Thanh Tra expressed her gratitude to NHI for the warm reception extended to the delegation.

She noted that on July 16, 2024, the MoHA delegation had a working session with the Ministry of Personnel Management of the RoK. The two sides discussed topics related to public officials, public service, administrative reforms, attracting and utilizing talent in the public sector, public service ethics, and training and development for public officials.

NHI of the RoK is a government agency under the jurisdiction of the Ministry of Personnel Management. Minister Pham Thi Thanh Tra highly appreciated the work content and the volume of training programs, innovative initiatives, and international cooperation activities of NHI. NHI is the primary arm providing training programs for public officials and national talents in South Korea.

With the strengths and achievements of NHI in the fields of training public officials and nurturing national talent, Minister Pham Thi Thanh Tra wishes NHI to share with the delegation on the following topics: (1) experiences in training human resources in the public sector; (2) public-private cooperation to integrate human resources and the capabilities of organizations in NHI’s training activities; (3) training national public leaders and talents; (4) ongoing international cooperation initiatives and solutions/proposals for future joint training courses.

Sharing at the working session, NHI President Kim Chae-Hwan stated that the main functions of NHI include building an excellent team of public officials through general and specialized training programs. Additionally, NHI supports public training facilities across the RoK and enhances cooperation and exchange activities with private-sector human resource development centers. NHI also expands its global network through international training and exchange activities with prestigious training institutions worldwide.

He believes that building an excellent team of public officials requires consistent and open policies, a solid educational foundation, and suitable training programs, which the South Korean government has accomplished. In recent years, South Korea has consistently ranked highly in the United Nations indices for reform, digital administration, and digital transformation, with efforts contributed by its team of public officials.

To achieve these results, NHI has developed training programs such as public officials training programs by grade; senior executive programs; specialized training programs; global capacity building programs; training programs for foreign officials; and IT training programs.

NHI also offers online, in-person, and hybrid training; training based on rank and position for senior, mid-level, and junior public officials. According to statistics, 7 million of public officials participated in these training programs in 2023.

Mr. Kim Chae-Hwan hopes that in the future, NHI and the MoHA, specifically the National Academy of Public Administration (NAPA) of Viet Nam, will continue to enhance joint work in training public officials and conducting research in areas of mutual concern.
