Closing ceremony of the training course on state management for public managers and leaders of the Lao PDR

On July 26, 2024, at NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) organized the closing ceremony of the training course on state management for Lao public managers and leaders.

Attending the closing ceremony were Mr. Bounyou Xaypanya, Political Counselor of the Embassy of Lao PDR in Ha Noi; leaders of NAPA faculties, departments, and units; lecturers of the training course; and 15 trainees who are district-level public leaders and managers from the Lao PDR.

In his course summary, Dr. Tran Dai Hai, Deputy Director of the International Cooperation Department, stated that the training course on state management for public managers and leaders of the Lao PDR ran from July 24, 2024, to September 24, 2024. During the course, trainees studied 16 specialized topics, combining classroom learning with field research. The program focused on developing essential competencies and skills for managerial roles, such as analyzing local comparative advantages, planning and organizing work plans, leadership skills, planning and implementing socio-economic development plans, human resource development, financial management, stress management, motivating workforces, working in a digital environment, crisis communication management, change management, public communication skills, addressing complaints, and problem-solving in state management at localities.

Trainees also conducted surveys on the socio-economic development, work management, and leadership of the People’s Committee of Hai Hau District, Nam Dinh Province, and visited the National Assembly of Viet Nam to learn from its model. In addition, they toured various landmarks, historical, and cultural sites in Viet Nam, such as paying respects at Ho Chi Minh’s Mausoleum, visiting the Ho Chi Minh Museum, and touring the Temple of Literature and Quoc Tu Giam.

All trainees demonstrated a serious and inquisitive attitude toward learning, frequently engaging in discussions, independently studying related materials, and showing a strong sense of responsibility in fulfilling their assignments and meeting the requirements set by the lecturers.

At the conclusion of the course, 100% of the trainees completed the program with high results, with all of them achieving excellent ratings. Among them, five trainees scored 9.5/10, and ten trainees scored 9/10. This is a highly commendable outcome, reflecting the efforts and determination of the trainees and highlighting the success of the program.

At the closing ceremony, Ms. Pham Thi Quynh Hoa, Director of the Department of International Cooperation, announced the decision of the NAPA President to issue certificates to 15 participants who successfully completed the training course on state management for public managers and leaders of the Lao PDR in 2024.

Expressing his pleasure at attending the closing ceremony of the training course on state management for public managers and leaders of the Lao PDR at NAPA in Viet Nam, Mr. Bounyou Xaypanya, Political Counselor of the Embassy of Lao PDR in Ha Noi, stated that over the years, hundreds of key officials from various ministries, sectors, and local governments in Laos have received training at NAPA. The Party and State of Laos highly appreciate the results of the cooperation in developing human resources for the Lao PDR in the past and present. He expressed deep gratitude to the Party, State, and people of Viet Nam, as well as the NAPA leaders, lecturers, and staff for facilitating the Lao participants’ learning and training, helping them to acquire and update knowledge to apply in their work back home. This reaffirmed the special, loyal, and pure relationship between the two nations, Viet Nam and Laos, built by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong, and nurtured by the Party, State leaders, revolutionary veterans, and the people of both countries over many decades.

Mr. Souksomphanh Keomixay, Secretary of the District Party Committee, Chairman of Kon District, Houaphanh Province, and representative of trainees, expressed his gratitude to the Party, Government, and people of Viet Nam, and NAPA for providing the opportunity for the Lao delegation to study and train at NAPA. He acknowledged that the 15 trainees, coming from various provinces and cities across Laos, faced challenges due to different circumstances, which made it difficult for the lecturers to deliver the materials. However, thanks to the support and facilitation from NAPA leaders and lecturers, the trainees were able to successfully complete the course, gaining new knowledge and skills to effectively apply in their practical work back in their localities.

In his remarks at the closing ceremony, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, stated that NAPA is honored to be entrusted by the government to conduct training in public administration management for leaders of ministries, sectors, and localities of the Lao PDR. Through the process of organizing the training course, NAPA is pleased to see that, with their extensive management experience and serious, eager learning spirit, the trainees have achieved commendable results. For the lecturers and class administrators, this training course also provided an opportunity to engage and exchange with the trainees, helping NAPA gain a better understanding of the management practices in Laos. This, in turn, allows NAPA to enhance the management and organization of future training programs, not only for Lao management and leadership officials but also for international partners in the region.

He is confident that the theoretical and practical knowledge, as well as the skills acquired by the trainees during their time of study and research in Viet Nam, will enable them to enhance the efficiency and quality of their work when they return home. This will contribute to the administrative reform and the development of a prosperous Laos, further strengthening the brotherly solidarity and cooperation between Viet Nam and Laos.

On behalf of the NAPA leaders, Assoc. Prof. Dr. Nguyen Ba Chien expressed his gratitude to the Lao Embassy in Viet Nam and relevant agencies for facilitating NAPA’s efforts in organizing the training course.
