Viet Nam, France boost cooperation in public service and administrative modernization

On October 4, 2024, on the occasion of General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam’s trip for attendance at the 19th Francophonie Summit and an official visit to France from October 3 to October 7, 2024, Vietnamese Minister of Home Affairs Pham Thi Thanh Tra held bilateral talks with the French Minister for Public Servants, Simplification and Transformation of Public Action Guillaume Kasbarian.

Attending the meeting were Ms. Tran Thi Lien Huong, Deputy Director General of the Department of International Cooperation, Ministry of Home Affairs (MoHA); Ms. Le Thi Thanh Mai, First Secretary, and Mr. Nguyen Thuong Thanh, Third Secretary of the Vietnamese Embassy in France.

Welcoming and working with the delegation from the Vietnamese Ministry of Home Affairs were Mr. Guillaume Kasbarian, French Minister for Public Servants, Simplification and Transformation of Public Action; Mr. Daniel Montin, Chief of Staff of the Minister; Ms. Maryvonne Lebrignonen, Director of the French National Institute of Public Service (INSP), and several leaders from departments under the French Ministry for Public Servants, Simplification and Transformation of Public Action.

At the talks, Mr. Guillaume Kasbarian, French Minister for Public Servants, Simplification and Transformation of Public Action, expressed his pleasure in welcoming and working with Minister Pham Thi Thanh Tra and the delegation from the Vietnamese Ministry of Home Affairs. He considered this an important event that would contribute to deepening the Viet Nam-France strategic partnership in a practical and intensive manner, based on the positive development of bilateral relations over the last five decades.

He affirmed that the signing of the Cooperation Agreement between the two Ministries in the field of public service and administrative modernization for the 2022-2025 period is an important milestone. It allows both sides to continue exchanging, sharing, and learning from each other, and he expressed confidence in the cooperation between the two Ministries to achieve the best results.

For her part, Minister Pham Thi Thanh Tra expressed her pleasure and gratitude for the warm reception from Minister Guillaume Kasbarian and the Ministry for Public Servants, Simplification and Transformation of Public Action of the French Republic for the delegation from Viet Nam’s Ministry of Home Affairs. She noted that this visit holds great significance as part of the Party General Secretary and State President To Lam’s trip for attendance at the 19th Francophonie Summit and an official visit to France.

She shared that in recent years, the Vietnamese Ministry of Home Affairs has coordinated the organization of seven training courses for about 110 young public leaders and managers, female local government leaders, and young public leaders of the Ministry of Home Affairs at the French National Institute of Public Service (INSP) and the Normandie School of Management (EM Normandie). These training courses focused on areas where France has strengths, such as decentralization, transfer of power, public service modernization, civil service reform, administrative reform, and enhancing the digital transformation capabilities of public leaders and managers.

Minister Pham Thi Thanh Tra expressed a desire to continue cooperation with the Ministry for Public Servants, Simplification and Transformation of Public Action of the French Republic to implement the agreements made between the two Ministries, in line with the responsibilities and requirements of each side as well as the development of cooperative relations between the two countries. She also emphasized continuing the exchange of high-level delegations between the two Ministries, enhancing the sharing of experiences and best practices in public governance between Viet Nam and France through workshops and seminars on public service, administrative reform, salary reform, policies for public officials, and continuing collaboration on training young and female leaders in Viet Nam.

The two ministers signed an administrative agreement between the two ministries on cooperation in public service and administrative modernization in the 2025-2028 period.

Under the agreement, the two sides agreed to carry out joint activities in exchanging experiences and practices across various fields, including:

- Developing e-government and digital government and promoting digital transformation of the public administration; managing digital records and documents in public service activities;

- Focusing on gender equality policies and equal and responsible access to career opportunities;

- Developing management culture for public leaders and managers at all levels and support systems for leadership related to skills development and skills assessment;

- Developing salary regimes for public officials and pay based on job positions;

- Sharing experiences and practices in organizing local governments tailored to the characteristics of urban, rural, and island areas;

- Cooperating in training for public servants, especially local public servants and those involved in strategic planning, and advising on training policies for civil servants and public employees based on job positions; developing online training systems E-learning and distance learning.

- Building legal frameworks and systems for public service ethics control.

Minister Pham Thi Thanh Tra took this occasion to cordially extend an invitation to Minister Guillaume Kasbarian to visit Viet Nam and work with the Ministry of Home Affairs in the near future.
