Dear teachers and all students of the National Academy of Public Administration.
I am honored to represent NAPA staff and lecturers to deliver a remark in today’s solemn, joyful, and excited atmosphere of the opening ceremony for the new academic year 2024-2025. First of all, I would like to extend my wishes for health and success to all distinguished delegates, esteemed guests, teachers, and all students.

Dear students!
Along with the joy and excitement of the new undergraduate students admitted in 2024, and the learners of the graduate training programs and refreshment training courses at NAPA, we, as NAPA lecturers, feel emotional and touched as we welcome a new generation of students to our beloved National Academy of Public Administration. This is a great joy, but also a significant responsibility placed upon each educator at NAPA.
At the beginning of each academic year, as teachers, we equip ourselves with updated scientific knowledge, experiences, new teaching and delivery methods. With a sense of responsibility and a passion for our work, we have been and will continue to strive to guide each student in their journey of acquiring new knowledge.
A new academic year approaches with potential opportunities as well as many challenges and difficulties. The country’s renovation and the education reform require each teacher to continuously enhance their professional capabilities, qualities, and responsibilities. Each NAPA lecturer and administrator understands deeply that we need to strive even harder, overcome difficulties, and continuously cultivate our knowledge and skills to enhance our professional expertise and to embody the qualities of a dedicated educator worthy of being a member of NAPA – a public institution of special rank- truly serving as a shining example in teaching and scientific research.
With a sense of professional responsibility and a commitment to contributing to the education sector, NAPA teachers and staff remain united, striving to introduce innovation and creativity in teaching and management through each lecture, every day concrete, practical activities in class, through each lesson plan so that every lecture truly becomes effective and beneficial.
Dear students!
Stepping through the university gates marks the beginning of a journey to explore new knowledge and skills. During your four years of study and training at NAPA, you should use this precious time to accumulate the knowledge of your chosen major and develop the necessary skills so that after graduation, you will become knowledgeable, skilled, potential responsible civil servants and managers. Therefore, it is your responsibility to strive to overcome difficulties, always eager to learn new things, and to put in the effort to study and improve yourselves. Do not worry if in the early days of university life you feel overwhelmed and cannot grasp all the knowledge at once; rest assured that your teachers will be there to guide you on this path of acquiring new knowledge.
Dear graduate students and refreshment course learners!
Continuing your learning journey at a higher level is a precious opportunity to explore new knowledge and contribute to the development of science and society. The research path will not be easy, but with passion, perseverance, and support from experienced lecturers, I believe that you will achieve great success. You should be pioneers in studying and developing knowledge. Your passion and persistence will not only produce valuable and applicable research outcomes but will also contribute to the overall development of NAPA.

The academic year 2024-2025 is special as our National Academy of Public Administration celebrates its 65th anniversary of establishment and development. To contribute to the successful achievement of NAPA’s strategic development goals and to fulfill the tasks set for the new academic year, we as NAPA lecturers and staff will continue to strive to improve the quality of teaching and learning in line with NAPA’s development requirements in the new period. We will make even greater efforts to build the image, prestige, and brand of NAPA lecturers. The lecturers and staff will contribute to the building and development of the National Academy of Public Administration into a nationally prestigious center on par with the Asia-Pacific region in training civil servants, in training high-quality human resource, in training bachelors, masters, and doctors with a focus on research, application, and innovation, in scientific research and knowledge creation, and in policy recommendation on administration, leadership, and management, thereby making a deserving contribution to the nation’s renovation and development.
Finally, once again, on behalf of NAPA’s lecturers, I wish all esteemed delegates and distinguished guests good health and success. and I wish all teachers and all students an outstanding academic year 2024-2025. I wish the opening ceremony of the National Academy of Public Administration great success.
