On November 19, 2024, at NAPA Headquarters in Hanoi, the National Academy of Public Administration (NAPA), in collaboration with the Department of Civil Servants and Public Employees under the Ministry of Home Affairs (MoHA) and the Chandler Institute of Governance (Republic of Singapore), held the Opening Ceremony for a training program dedicated to public leaders of provincial Departments of Home Affairs and senior officials from central ministries and agencies in 2024.
The opening ceremony featured the participation of H.E. Truong Hai Long, Vice Minister of Home Affairs; Ms. Nguyen Xuan Dung, Deputy Director General of the Department of Civil Servants and Public Employees, MoHA.
From the Chandler Institute of Governance (Republic of Singapore), there was Ms. Sarojini Padmanathan, Senior Expert and Program Lecturer.
On the side of NAPA, there were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Vice Presidents Assoc. Prof. Dr. Luong Thanh Cuong and Dr. Lai Duc Vuong; representatives of NAPA faculty and department leaders; and 17 course participants from the Departments of Home Affairs and Departments of Personnel and Organization of central ministries and agencies.
In his opening remarks, Vice Minister of Home Affairs Truong Hai Long emphasized that training and capacity building for public servants is a key focus of the Ministry of Home Affairs. This effort aims to enhance the quality of public personnel and contribute to the development of a streamlined, strong, effective, and high-performing political system, as directed by General Secretary To Lam. Particular attention is placed on training future leaders and managers at all levels to build a strategic leadership team for the public sector.
He outlined key focus areas for the training course:
(1) Equipping participants with knowledge, innovative thinking, and a forward-looking vision.; introducing new approaches and cultivating problem-solving skills; ensuring training integrates theory with practical application to enable participants to recognize global trends influencing Viet Nam’s civil service and internal transformations within the country; strengthening participants’ strategic thinking, leadership, management capabilities, and adaptability to meet the demands of a rapidly changing environment.
(2) Studying and drawing lessons from international experiences in applying governance theories to the modernization and effective transformation of national administration systems; proposing innovative solutions and initiatives to reform Viet Nam’s public service towards dynamism and meritocracy; further refining the state apparatus to be streamlined and effective, building a professional, ethical, and competent workforce aligned with the Party and State’s new directives.
(3) Ensuring adequate resources, facilities, and technical support for the program; incorporating domestic learning modules and practical field studies, including experiential learning opportunities in Singapore.
Vice Minister Truong Hai Long urged participants to take responsibility for fully absorbing the knowledge, perspectives, and methodologies shared during the course. He encouraged active engagement with international and domestic experts through discussions and exchanges to make the training program truly innovative and high-quality.
In his opening remarks, Assoc. Prof. Dr. Nguyen Ba Chien emphasized that building a modern and effective national governance system is an inevitable trend and an objective necessity for every nation in its development process. This context poses urgent requirements for public servants, especially those in leadership and management positions at all levels, as well as strategic leadership roles.
He expressed hope that the core contents of the training program, including the following, will enhance leadership capacity among public servants and contribute to building a public service system capable of meeting the demands of modern and effective national governance: Developing a professional and dynamic public service and high-quality human resources to meet the requirements of modern governance; Leadership development, strategic adaptability, and leadership thinking in an era of transformative change; Public sector innovation in the context of the digital economy and digital government; Reforming and improving legal frameworks for public officials to establish a professional, accountable, dynamic, and efficient civil service system; Analytical thinking, systematic thinking, and effective problem-solving in public administration activities; Designing and implementing policies for managing and developing high-quality human resources within administrative agencies; Policy communication management in the public sector.
On behalf of the course participants, Mr. Nguyen Cao Cuong expressed gratitude to the leadership of MoHA and NAPA for organizing this training program for public leaders of provincial Departments of Home Affairs and senior officials from central ministries and agencies. During the training period at NAPA, the participants will focus fully on acquiring knowledge related to management skills, techniques, and methodologies to apply them in their professional practice, thereby contributing to a modern and effective public administration system.
The training program for public leaders of provincial Departments of Home Affairs and senior officials from central ministries and agencies is implemented under Decision No. 682/QĐ-BNV dated September 29, 2024, by the Minister of Home Affairs. Its objective is to enhance the capacity of public leaders and to build a public Service for Modern and Effective National Governance. The program consists of two segments: (1) Theoretical segment conducted at NAPA over seven days (from November 19, 2024, to November 25, 2024) and (2) Practical research and study visit segment – including study tours and site visits over five days in Singapore (from November 26, 2024, to November 30, 2024).
Following the opening ceremony, participants engaged in Module 1: Human Resource Management in the Public Sector within the Context of “Modern and Effective National Governance” in Singapore, presented by Ms. Sarojini Padmanathan, Senior Expert from the Chandler Institute of Governance (Republic of Singapore).
