On November 7, 2024, at the Ministry of Home Affairs (MoHA) headquarters, Vice Minister of the Ministry of Home Affairs Truong Hai Long had a meeting with the delegation from the National Human Resources Development Institute (NHI) of the Republic of Korea, led by Mr. Kim Chae Hwan, NHI President, during their official visit to Viet Nam.
Attending the meeting were Mr. Chu Tuan Tu, Director General of the Department of International Cooperation, MoHA; Mr. Nguyen Van Thuy, Director General of the Department of Legislation; Dr. Nguyen Dang Que, Vice President of the National Academy of Public Administration (NAPA); and representatives from the Office of MoHA and Department of Civil Servants and Public Employees.
In the meeting, Vice Minister Truong Hai Long warmly welcomed Mr. Kim Chae Hwan and the NHI delegation. He introduced key information about the functions and duties of MoHA and NAPA, with a focus on training for the public sector workforce, including civil servants and public employees.
He also provided an overview of recent cooperation efforts in training in public administration and human resources for the public sector between MoHA of Viet Nam and several international partners, including the Republic of Korea. He shared information about key goals in training public servants and building the public administration system that the Vietnamese government is currently prioritizing.
Vice Minister Truong Hai Long highly praised the role of NHI, an agency under the Ministry of Personnel Management of the Republic of Korea (MPM). He highlighted that NHI serves as the national training and development institution for all public officials in Korea, from central to local government levels. Additionally, NHI plays an important advisory role to the South Korean President, helping to update the knowledge of public leaders and managers, and CEOs of major businesses and private companies in Korea.
He stated that the MoHA of Viet Nam is always committed to expanding international cooperation and exchanging experiences in the field of building a modern, streamlined, strong, efficient, and effective public administration system, in line with the directives of General Secretary To Lam. This approach is particularly focused on countries with administrative systems similar to Viet Nam.
He also expressed hope that the cooperation between NHI of the Republic of Korea and NAPA of Viet Nam would yield positive results, meeting the expectations of both Ministries as well as the two governments of Viet Nam and South Korea. This cooperation comes as the two countries have recently established a “Comprehensive Strategic Partnership,” especially in the area of training and capacity-building for Vietnamese public servants. He also expressed hope that training programs and exchange activities could be organized as early as 2025.
During his speech at the meeting, Mr. Kim Chae Hwan sincerely thanked the Ministry of Home Affairs and Vice Minister Truong Hai Long for the warm welcome extended to the delegation. He acknowledged the Vice Minister’s insights and suggestions regarding future cooperation opportunities between MoHA, NAPA, and NHI of South Korea. Mr. Kim Chae Hwan also provided a brief overview of the history, strategies, and collaborative resources of NHI, especially its cooperation with countries like Viet Nam.
Mr. Kim Chae Hwan emphasized that, recently, the relationship between South Korea and Viet Nam has been upgraded to a “Comprehensive Strategic Partnership.” As a result, NHI of South Korea places great importance on signing a cooperation agreement with NAPA under MoHA of Viet Nam in the areas of training and capacity-building for the Vietnamese public sector workforce. This partnership offers an opportunity for both sides to rapidly implement effective programs, projects, and cooperation plans in the near future.
“NHI of South Korea is honored to visit Ha Noi, work with, and sign a memorandum of understanding with NAPA under MoHA of Viet Nam. This will help prepare the necessary resources for organizing training courses for Vietnamese civil servants and public employees, ensuring the process is well-planned and effective,” Mr. Kim Chae Hwan stated.
Mr. Kim Chae Hwan also expressed confidence that the cooperation between the MoHA of Viet Nam and the Ministry of Personnel Management of South Korea will lead to many practical and effective activities in the near future, further enhancing the Comprehensive Strategic Partnership between Viet Nam and South Korea in various fields.
