On December 6, 2024, at NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) held the closing ceremony for the English training course for young public officials identified as potential future public leaders and managers within the Ministry of Home Affairs (MoHA), as well as the B2-Level English training course (aligned with Level 4/6 of the Vietnamese Foreign Language Proficiency Framework) for public officials from MoHA units.
Dr. Nguyen Dang Que, NAPA Vice President, delivered remarks at the closing ceremony.
The ceremony was attended by Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Dr. Nguyen Toan Thang, Deputy Director of the Department of Personnel and Organization; Dr. Nguyen Hoai Thu, Deputy Director of the Department of Refresher Training Management; and leaders of the Department of International Cooperation, including Director Pham Thi Quynh Hoa and Deputy Directors Dr. Nguyen Thi Thu Cuc and Dr. Tran Dai Hai, along with participants of the English training courses.
At the closing ceremony, Ms. Chu Thi Huong Giang, Deputy Head of the Division of Planning and General Affairs, Department of International Cooperation, and representative of the course organizers, presented a summary report on the training courses.
The course, designed for participants in the Ministry of Home Affairs’ project on “Training and Developing a Pool of Young Public Leaders and Managers,” consisted of two modules, totaling 160 class hours and covering 14 topics: Module 1: English for Public Service Communication (80 hours/7 topics); Module 2: Specialized English for Home Affairs (80 hours/7 topics).
The B2-Level English Training Course (aligned with Level 4/6 of the Vietnamese Foreign Language Proficiency Framework) consisted of 160 class hours covering 15 topics.
In addition to classroom sessions taught by NAPA instructors and international lecturers, participants had the opportunity to engage in international seminars and practical learning experiences with global experts. Specific activities included: October 30, 2024: Participants joined the 8th Regional Symposium of the UN Project Office on Governance (UNPOG) via an online conference on “Effective Governance and AI Transformation for the 2030 Agenda: Fostering Transformative Actions for Innovating Public Services.”; November 13, 2024: Participants attended an online international workshop in English on “Applying Design Thinking in Innovation of Leadership and Management Training Programs.”; November 12, 2024: Participants applied their acquired knowledge and skills during a practical learning visit to HAVINA English Academy and the Van Mieu Historical and Cultural Site in Vinh Phuc Province. During the visit, participants practiced professional discussions in English, presentation and discussion techniques, and honed their skills in English related to employment topics.
Throughout the course, participants were trained in English communication, professional public service communication, and presentation skills. The curriculum provided practical and updated English knowledge tailored to high-utility topics such as communication, conferences, and seminars. Participants also studied specialized English materials in the field of home affairs, helping them build confidence in communication and apply their skills effectively in a professional working environment.
At the end of the course, 37 participants met the requirements and were awarded certificates of completion by the NAPA President.
In his closing remarks, Dr. Nguyen Dang Que, NAPA Vice President, congratulated the participants on the success of the training course and highly praised the organizing committee for their efforts in organizing the program. He emphasized that the design and implementation of the English training course for young public officials identified as potential public future leaders and the B2-level English course are a continuation and enhancement of the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019–2030)” approved by the Prime Minister’s Decision No. 1659/QĐ-TTg. He noted that a highlight of this training was the selection of participants for the English course for home affairs, who were identified under the Project “Training Young Public Leaders within the Ministry of Home Affairs for 2023-2026, with a Vision to 2030” approved by the Ministry of Home Affairs’ CPV Designated Representation in Decision No. 14-QĐ/BCSĐ dated May 10, 2023. The project aims to “identify, train, and develop a pool of young officials with integrity, competence, and credibility to meet the demands of new tasks; and integrate leadership development with training, planning, placement, and appointments of young public leaders and managers across all levels of the Ministry for the 2023–2026 period, with orientation to 2030.”
On behalf of all participants, Mr. Hoang Quoc Trang expressed his heartfelt gratitude to the instructors for their dedication during the course. He also commended the high quality of the training and its practical applicability to the participants’ professional work. The knowledge and skills gained from the course, he said, serve as invaluable tools for the participants to excel in their roles, contribute effectively, and apply their learnings in real-world situations to achieve the best outcomes.
