Training course “Enhancing effective local governance and leadership competencies” for leaders and managers of Tay Ninh Province: Leveraging learning outcomes and practical lessons

On December 3, the National Academy of Public Administration (NAPA), in collaboration with the People’s Committee of Tay Ninh Province and the Chandler Institute of Governance (CIG), held the closing ceremony of the international training course on “Enhancing effective local governance and leadership competencies” for leaders and managers of Tay Ninh Province.

The ceremony was attended by Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Mr. Kenneth Sim, Managing Director of Strategy and Research at the Chandler Institute of Governance; Mr. Nguyen Hong Thanh, Permanent Vice Chairman of the People’s Committee of Tay Ninh Province; leaders of NAPA campus and the NAPA Department of International Cooperation; and 60 participants, who are public leaders and managers of Tay Ninh Province.

The international training course is part of the “High-Quality Public Sector Human Resource Development Project in Tay Ninh Province for the Period 2022-2025, with Orientation to 2030” (the Training Program). Its objective is to enhance leadership and management competencies, as well as the ability to effectively direct and implement planning and development strategies for Tay Ninh Province during the 2021-2030 period, with a vision toward 2050.

The training course commenced on September 6, 2024. The program comprised four segments (three held in Tay Ninh Province and one in Singapore), with nearly 90% of the course content delivered by international experts from Singapore, France, and Belgium. The teaching methodology combined theory with practice, including group discussions, hands-on activities, and seminars (five international seminars) with provincial leaders and international experts, as well as practical site visits in Singapore.

Participants engaged in key modules such as analyzing and assessing the context of national and local governance and identifying opportunities and challenges for leadership and management in Tay Ninh Province. They developed a comprehensive vision, enhanced their ability to analyze internal and external organizational environments, and made effective management decisions. The course also focused on system thinking, strategic analysis, and applying these skills in policy formulation, implementation, and problem-solving at the local level. Participants explored digital governance, digital transformation, and green transformation strategies to promote rapid and sustainable socio-economic development in Tay Ninh Province. Additionally, international practical experiences from Singapore and France provided valuable lessons for participants in management, leadership, and addressing real-world issues. By the conclusion of the course, 100% of participants successfully completed the program and were awarded certificates of completion.

In his remarks at the closing ceremony, Mr. Nguyen Hong Thanh, Permanent Vice Chairman of the People’s Committee of Tay Ninh Province, emphasized that building an effective and efficient local government requires not only determination but also innovative leadership skills and the ability to adapt to diverse practical demands. Through the training course, provincial leaders and managers had the opportunity to study, exchange, and experience modern management models while exploring ways to apply effective practices to the local context of Tay Ninh Province.

Mr. Nguyen Hong Thanh, Permanent Vice Chairman of the People’s Committee of Tay Ninh Province, expressed his hope that after the course, participants would enhance their leadership and management competencies as well as effectively apply the knowledge and practical experiences gained during the program to develop the province.
