CALL FOR PAPERS – 2024 AAPA-EROPA-AGPA-IAPA JOINT CONFERENCE

The Asian Association for Public Administration (AAPA), the Eastern Regional Organization for Public Administration (EROPA), the Asian Group of Public Administration (AGPA), and the Indonesian Association for Public Administration (IAPA), together with Indonesia’s Ministry of Administrative Reform, the National Institute of Public Administration (NIPA), and the Universitas Gadjah Mada (UGM) will hold the 2024 International Joint Conference on 5-7 November 2024 at Universitas Gadjah Mada, Yogyakarta, Indonesia, with the theme, “Towards World Class Bureaucracy”.
This marks a historic event for the discipline of public administration in the Asian Region, for it will be the first time that the umbrella organizations of public administration in Asia will jointly hold an international conference to address the most pressing and burning issues in public administration and the bureaucracy from a global perspective.
​One of the core foundations of development and growth among nations and institutions is human capital, and within the context of governance, it is the bureaucracy that serves as the backbone for efficiency and effectiveness of the public sector. This has likewise been reaffirmed in recent publications such as the 2024 Regional Human Development Report Making Our Future: New Directions for Human Development in Asia and the Pacific of the United Nations Development Programme where it emphasized, among others, the vital need to invest in capacities and capabilities of the public sector workforce in order to maintain the competitiveness, innovativeness, and preparedness of the public sector workforce in the VUCA world.
It is within this context that the AAPA-EROPA-AGPA-IAPA Joint Conference Organizing Committee is inviting scholars, academicians, practitioners, and all interested individuals to submit their research paper focusing on the main conference theme “Towards World Class Bureaucracy” and the following sub-themes.

Paper Submission Guidelines
- Paper presenters should submit papers relevant to the themes and sub-themes of the conference to id2024@eropa.co
- All papers should be written and presented in English.
- Paper presenters should submit a 200-word abstract before being invited to submit their full paper. A biographical sketch of at most 100 words should also be attached.
- Paper presenters whom the Organizing Committee has notified to submit their full paper and PowerPoint presentations should be so on or before the given deadlines. The paper should be from 6,000 to 8,000 words long, including notes and references, and should be typed double-spaced on A4-sized paper using the Times New Roman font, size 12 pt. If necessary, the paper should include figures, graphs, and tables.
- Papers should be organized according to the following sequences: the paper’s title, name of authors/s, abstract, main text, references, and appendices (if needed).-
- Papers should also include a cover page with the following information: the paper’s title, sub-theme, institution or agency, country, and contact information, as well as logistical support needed (e.g., additional computer unit, laser pointer, etc.)
- References and citations should follow the APA style. Please visit htttp://www.apastyle.org for more information on APA citation format.
- Each paper presenter is allowed a maximum of 15 minutes for presentation and five (5) minutes for answering questions from the audience.
Call for Panel
This pertains to a group of practitioners and scholars interested in submitting their research papers and forming a panel adhering to the provided sub-themes. The research papers will still undergo the same process of review. However, the accepted papers will automatically be assigned to their proposed group panel. The panel should be composed of at least 4-5 research papers.
