- Geography
Being the city directly under the central government, Can Tho is situated in the center of Cuu Long river delta. It is bounded on the north by An Giang Province, on the south by Bac Lieu Province, on the east by the provinces of Vinh Long, and Dong Thap, Can Tho covers an natural area of 3,000 sq.km.
Stretching 65 km on the bank of Me Kong River, and being 169 km southwest of Ho Chi Minh City, Can Tho has been considered as the capital of the western region of Viet nam. It is also important traffic glue among provinces in Cuu Long River Delta.
- Topography
Can Tho city’s topography is relatively flat, and rising from the north to the south. The north region included the districts of Thot Not, O Mon, and Chau Thanh is sunken. Therefore, it is often flooded in rainy season in September.

Can Tho lies in tropical, monsoon climate. It is relatively moderate, and rarely affected from storms. There are two distinct seasons. The rainy season lasts from May to November, while the dry season lasts from December to next April.
The mean temperature is 26-270C with no large variations among months in the year. The highest temperature is 36-370C, and the lowest one is 17-180C. The average humidity is 82%, and fluctuating according to seasons. In the rainy season, the humidity can be up to 86%, while in the dry season, the humidity can be down to 76%. The total amount of sunny hours in the year is about 2,500 hours. The total amount of sunny hours in a day is 7.1 hours. The annual rainfall ranges from 1,600 – 1,800 mm with concentration of 90% out of the total one in the rainy season

Ninh Kieu river wharf
Ninh Kieu river wharf – the old name is Hang Duong or Le Loi – was in the front part of Can Tho market where a big number of boats, and ships were traveling. Since 1858, the river wharf, and the park that were next to Le Loi street, was renamed according to the battle’s name of Lam Son army of Ninh Kieu.
Situated on Hai Ba Trung street, on right side of Hau river, and in the center of Can Tho city, Ninh Kieu water wharf covers an area of 7,665 sq.km. It attracts tourists’ attentions not only for the evergreen islands ranges, soft Hau river, but also for riverside restaurants, and floating markets. Ninh Kieu also a place where the biggest, and oldest spring flower market is taken place.
Binh Thuy temple
Being 5 km of Can Tho city, covering an area of 4,000 sq.km, Binh Thuy temple has the largest area among other temples in Can Tho city. It was built in 1844.
Binh Thuy temple not only contains traditionally architectural elements of the South Vietnam ancient village, but also maintains quintessences of the culture, and civilization of Can Tho waterways, and hicks.
Can Tho ancient market
Being closed to Ninh Kieu river wharf, Can Tho ancient market that is over 100 years old, was built earlier than the markets of Ben Thanh, and Binh Tay (Ho Chi Minh city). The market’s architecture is considered as the nicest one in the region. Long time ago, it was the center for goods exchange of the whole southwest Vietnam. Nowadays, it is still a crowded market, and a attractive tourism destination for tourists. Nowadays, there are tourist wharf, food shops, and souvenir shops in the area of the market.
Ong pagoda
Situated in Ninh Kieu river wharf, the padoda has typical architecture with the shape of “Quoc” in Vietnamese that has the meaning of a country in English. Its roofs were covered with double tiles. The roofs’ edges were made from deep blue enamel. The pagoda is the combination of carving art, and special tone values through embossment paints, and patterns that are everywhere, and Chinese ancient writing art. On Tet holiday – the biggest festival of the year, a lots of cultural activities are organized for drawing thousands of people attention.
Can Tho museum
With an area of 2,700 sq.km, Can Tho museum is the biggest general museum in the Cuu Long river delta. This is a place where display objects for introduction of Can Tho people, and land over historical periods, socio-cultural, and economic achievements of ethnicities of Kinh, Hoa, Khmer in the process of founding, protecting, and developing the country. Nowadays, over 5,000 precious, and rare items are displayed in the museum.
My Khanh tourism garden
Located between Cai Rang floating market, and Phong Dien, My Khanh tourism garden is My Khanh tourism village nowadays, covering an area of over 4 ha.
With more than 20 typical fruits of the southwest Vietnam, My Khanh garden also raise over 10 precious, and rare wild animals such as bird, tortoise, crocodile, snake, and so on of which some ones are presented in the Red book of Viet Nam.
Visiting My Khanh, tourist can have a walk in the garden, breathing in fresh atmosphere, tasting fresh, nice fruits, and typical foods. They can stay in nice houses that are built under trees shadows, and enjoying traditional shows every night.
Bang Lang storks garden
Covering an area of over 2 ha, the garden has more than 20 bird species, and 10 races of stork with a quantity of tens of storks. Everyday, at 6.-7 a.m, storks are flying for their preys. In the afternoon, they are coming back to the garden, making an nice, and picturesque scene by tens of thousands of back, and forth storks wings.
- Trade villages
Traditional products of Can Tho city are mainly made from wood, rattan, bamboo, ceramic, coconut fiber, coconut ladle, and water hyacinth. Being similar to other trade villages, the typical character of Can Tho’s trade villages is the continuously perfect concentration of all traditional products such as baskets, conical hats, rattan, and bamboo products, wooden furniture, and so on.
Thoi Long bamboo little shrimp trap knitting village
In Thoi Long ward (O Mon – Can Tho), there is a trade village to knit bamboo little shrimp trap – a waterways means for earning living of hundreds of thousands of people in Cuu Long river delta in flooding season. The village has over 300 households, working animated from May to September in lunar calendar. Annually, 400,000 – 500,000 products are made.
Thom Rom fishnet knitting village
In Thanh Hung ward, Thot Not district, there are 70 households to do fishnet-knitting profession. When rainy season comes, thousands of households are working hardly. Products are diversified such as small meshes fishnet for catching linh fish, anabas, big meshes fishnet or three curtains fishnet for catching hypophthalmichthys, and kinds of big fish.
Thoi Nhut flower village
Thoi Nhut flower village was established 100 years ago in An Binh wards. It is very animated, and crowded on Tet holiday. Firstly, there were about 10 households to grow longevity chrysanthemums, berries chrysanthemums, dahlia, apricot, etc. Nowadays, there are hundreds of households to develop new export flower varieties such as Indonesia chrysanthemums, France longevity chrysanthemums, Thailand catus, sunflower, orchids, grafted apricot, and so on.
Long Tuyen ancient village
Going along the national highway No 91 towards Long Xuyen, passing Binh Thuy bridge, turning left, visitors come to an ancient village in Long Tuyen ward, Binh Thuy district.
Coming here, visitor can admire over 130 years old houses, characterized by the most typical characters of an ancint village of the Cuu Long river delta. Nowadays, interior, and exterior architectural works are still remained. Particularly, the architecture, and wooden carved works is the combination of French, and Vietnamese interior decoration. At that time, big landlords, and rich men in the region loved that character.

Soil resources
Being constantly raised by Hau river, and other rivers, Can Tho’s soil is relatively rich, and fat. The alluvial soil covers an area of 14.6 thousand ha, accounting for 49.6% out of the total area. It forms a vast region, stretching from Thot Not, O Mon, to Can Tho city.

· Cai Cui seaport: It is in the construction process. In the future, it can accommodate ships with tonnage of 10,000-20,000 tons. The goods quantity transported through the port is 4.2 million tons/year. It is designed for the main purposes of importing materials, machines, equipments, consumption goods, and exporting commodities, and agricultural products of the Cuu Long river delta.
· Tra Noc seaport covers an area of 16 ha with 3 big storehouses with capacity of 40,000 tons. The goods quantity circulated through the port can reach 200,000 tons/year. The port possesses a special containers port included a containers ground with area of 28,000 m2, a storehouse with area of 3,600 m2, and other goods place with area of 8,000 m2.
Waterways
With total length of waterways of 3,187.419 km, Can Tho has advantage for transport by waterways of which the most important routes are Hau river one, and a part of Mekong river running through 6 provinces, especially the medium, and low section of Mekong river emptying into Laos, Thailand, and Cambodia. Ships with big tonnage of over 1,000 tons can travel from the East China sea, across Dinh An gate, to Can Tho city, and Cambodia, and vice versa.

Airways
Can Tho city has Tra Noc airport – the biggest airport in the Cuu Long river delta – which was built before 1975. Nowadays, the airport has been upgraded, and extended with a view to become an international airport with domestic flights, and gradually open new flights to Southeast Asia in 2007

GDP per capita (current prices) reaches USD 2,318 in 2015 and hitting USD 4,611 in 2020.
Economic structure shifts rapidly towards increasing proportion of services and industry. Growth rate of agriculture – forestry – fisheries, industry – construction and service are 6.5% – 19.3% – 18.1% in period of 2016 – 2020. Economic structure in 2015 are: agriculture – forestry – fishery 10.7%, industry – construction 45.1%, services 44.2%; in 2020 are: agriculture – forestry – fishery 3.7 %, industry – construction 53.8%, services 42.5%.
Average monilization rate of GDP into the State budget in period of 2015 – 2020 is about 17.1% of GDP.
Export turnover in period of 2016 – 2020 increase in average of 21.3% per year. Average export value reaches USD 1,540 per person in 2015 and USD 3,520 per person in 2020.

Upgrading national waterways Ho Chi Minh City – Ca Mau (Xa No canal) and Ho Chi Minh City – Kien Giang (Cai San canal) to meet standard for an inland waterway; waterways : O Mon channels, Thi Doi channel ( centrally management) meet standard of inland waterway level II, provincial waterways meet standard of level 4 and district waterways meets standard of level 5.
+ Airway: upgrading Tra Noc airport to become international airport.
+ Road, water transportation station system: bus, railway stations will be invested to construct in all districts, ensuring to meet needs of transportation of goods and travel of people, de well requirements of socio-economic development.
- Water supply activities: expand capacity and complete water distribution system in districts and build water supply systems for new urban area, new established wards, construct water supply system in centers of commune, concentrated residential area.
- Power supply: construct O Mon power center to meet need of using electricity for the city and neighboring provinces. Develop grid of the city to ensure requirements of socio- economic development of the city.
- Telecommunication: continue to modernize and diversify types of service; expand network together with applying modern technology in postal – telecommunication sector; quickly bring Internet services to communal cultural post office.
- Waste treatment
+ Construct sewage treatment stations in urban areas, ensure environmental sanitation in accordance with current norms and standards; renovate and construct to separate rain-water drainage system and waste water drainage system, especially for industrial zones, new urban area. Wastewater treatment rate reaches 80% in 2015 and 98% in 2020.
+ Locate concentrated dumping ground having suitable scale and location in some suburban districts. Pay more interest in specialized technical equipment for waste collection and treatment, construct waste processing plant with advanced technology to restrict to a minimum level of environmental pollution. Rate of garbage collection in urban areas reaches 90% in 2015 and 95-98% in 2020.
3. Social sectors
- On population growth
Rapid population growth on basis of natural population growth control, estimated population size reached 1.3 to 1.4 million in 2015 and 1.65 to 1.8 million by 2020.
- Education – Training
Promote development of education – training; strengthen construction of new school facilities and schools; diversification of school types, rapidly growing private school system; standardize teachers and managers.
+ In 2015, 80% of kindergarten, 70% of primary schools, 40% of middle school reaches national standards and by 2020, 100% school of all educational levels hits national standard. Expanding universal high school in 2015. From 2015, 100% of teachers meet the standards.
+ Strengthen and expand technical center, career-oriented education center opening in new districts ; open worker training schools, professional secondary schools, colleges, universities, international universities, upgrading Can Tho university to become national university; propose Party Central Committee’sSecretariat for establishment of Ho Chi Minh National Political Sub-Institute in Can Tho City to train staff for Mekong river delta region.
- Health
Improve efficiency of national target program on health care, improving health of people; reduce incidence of disease, preventing, control disease effectively. Promote socialization in protection and health care of people.
Upgrade, expand and complete system of available hospitals. Complete construction of new city hospital, build more specialized hospitals, high-technology diagnostic and treatment centers; upgrade facilities and equipment for health systems in districts, wards and communes; strengthen health personnel, especially doctors to rural areas. Reach average rate of 8.3 doctors / 10,000 people and 22.8 hospital beds/ 10,000 people in 2015; 12 doctors / 10,000 people and 29.2 hospital beds/ 10,000 people in 2020.
By 2020, mortality of children under 1 year of age drops below 2%, reduce maternal mortality rate of pregnancy by about 0.5 ‰. Reduce rate of malnourished children under 5 year old to under 20% in 2015 and less than 10% in 2020. Increase rate of fulfilling family planning in women of reproductive age in 2015 to 92% and 95% in 2020.
- Culture – information – sports
Develop cohesion cultural in sync with socio-economic development , construct comprehensive development human . Invest to upgrade, expand and build new cultural works, information synchronization, diversity and continue to promote cultural activities – information on higher quality. Strongly develop journalism, publishing, and gradually modernize equipment, innovate methods, serve well politic duties in locality.
Develop many types of sports, training athletes forces at national and international class. Invest in building completely sport facilities in districts, wards, communes and residential areas, ensure to meet demands of exercise and competition; Construct Tay Do cultural center, sporty center and strengthen national center of culture, traditional library, broadcasting, physical education and sport at grassroots.
Promote socialization in order to attract resources to enrich social -cultural activities, sports.
Striving to 2015, the city has 88% of family culture, 75% of communes, wards achieving the title of culture; in 2020, the city has 98% cultural families, 97% of communes, wards achieving title of culture.
-Poverty alleviation, job creation
Reduce poverty to 4.5 – 5% in 2015 and basically resolve status of poor households in 2020 (according to new criteria) with measures of vocational training, vocational, credit, improve their living’s standard, knowledge, create favorable conditions for the people to have jobs, tackle seasonal unemployment. Build apartment , support people to solve problem in urban areas, temporary home in rural and resettlement, of low-income households. Support the poor to develop economic. Ensure that households having a house up from 70% in 2015 and 75% or more by 2020.
By 2015, number of workers who have stable jobs is 65% and is 72% in 2020. Well resolve mechanism for policy, revolution families to reach average standard of living.
4. Science – Technology
Promote application of science and technology for socio – economic development of the city. Support and encourage technological innovation; -select- advanced technology at home and abroad to apply in accordance with local conditions. Attract investment in science – technology and quality of labor force from other localities; strengthen scientific – technology cooperation among organizations and individuals inside and outside the country to early form and develop market of science – technology, build high-tech zone.
5. Environment
Protect and improve environment. Give priority to restore water quality of rivers and canals, especially in urban areas; research methods to exploit groundwater, manage and treat pollution in development of agriculture and rural areas. Prevent and control environmental pollution of air and noise; protect and restore biological diversity and strongly socialize environmental protection.
6. Defense – Security
Incorporates economic development with strengthening social national defense and building up security posture, hold fast to ensure political security, social order and safety in all situations. Consolidate and build regular military forces, gradually modernizing; building forces, self-defense. Building strong, clean police force; improve effectiveness of prevention and fight against crime, make changes on firm order and social safety.
IV. Space, territory development plan
- Region I: flood affected areas, including districts of Vinh Thanh, Thot Not districts , district of Co Do and O Mon district, natural area of 94,390 hectares and a population of 624,200 people by 2020, density of 661 persons / km2. It is expected that average economic growth rate in period of 2015 – 2020 reaches 11.9% per year. Economic structure of agriculture, forestry, fisheries – industrial – service are 15.7% – 39.6% – 44.7%, GDP per capita hits USD 2,757 per person in 2020.
- Region II: areas affected by tides, including Binh Thuy, Ninh Kieu, Cai Rang, Phong Dien district, district of Co Do and O Mon district, natural area of 44,590 hectares, population until 2020 is approximately 1.159 million people, density 2,600 people /km2. Economy will grow rapidly with average growth rate in period of 2015 – 2020 reaches 19.3% per year. Economic structure of agriculture, forestry, fisheries – industrial – service are 0.7% – 57.4% – 41.9%, GDP per capita posts USD 5,609 per capital in 2020.
V. Urban development plan
- For inner city, promote role of central administration, economics, culture, science, accelerating process of industrialization, modernization and development of powerful services and industry, leading economic, industry and knowledge development with high technology content; formation of functional areas including:
+ Urban center: Ninh Kieu – Binh Thuy;
+ Sport urban Cai Rang;
+ Industrial Urban Binh Thuy – O Mon;
+ Technology Urban: O Mon.
Also, formation and development of services urban – Thot Not, industrial and ecology urban Binh Thuy – Phong Dien, as a basis to develop into districts after 2015.
- For rural areas: upgrade exist town, forming new towns, develop agriculture and ecological, diversify science and technology services in agricultural production, associating with preservation preliminary treatment, processing and consumption of products.
VI. Some solutions to implement plan
1. Capital solutions
Demand for capital in period of 2010 – 2020 is very large. Capital investment are from local budget, central budget through ministries, from economic sectors outside the city and foreign direct investment, from investment credit from people and businesses on the City. Capital solutions including: successful implementation of Decision No 42/2009/QD-TTg on May 16, 2009 by the Prime Minister on financial mechanisms for budget city . Coordinate and enlist support of ministries and central branches, private corporations, State-run corporation. Implement preferential policies to attract economic sectors involving in development. Research on establishment of investment funds for urban development.
2. Land policy
Implement land using plan for districts, pay special attention to detail plan of urban land, land for industrial zone, land for center of trade and services.
3. Policy on training human resources and attracting talent.
Shift rapidly population structure towards growing urban population, give priority to receive qualified technical, high professional and higher education experts.
4. Solutions on developing science and technology potential.
Investing in technology transfer from foreign countries into the city, creating favorable conditions for technological renovation of enterprises, gradually improve capacity of science staff and technical specialist.
5. Build capacity of administrative management.
Continue to promote implementation of administrative reform program on basis of reviewing functions, duties and powers of departments, agencies , create coordination mechanisms, enhancing responsibility among agencies involved in the State management . Training professional management for officials and public servants; standardize staff to suit each stage of development and specific conditions of the city. Implementing regulation on grassroots democracy .
6. Development Cooperation
Cooperate provinces and cities across the country in field of investing in goods production, tourism, domestic consumption and export. Cooperate with other provinces in the area to have agricultural supply source for domestic markets and export. Cooperate in a field of investing goods production for the whole region.
