On February 24, 2023, NAPA held the closing ceremony of the training course “Capacity building for potential strategic leaders for the requirement of modern national governance”in Ha Noi. The course was from October 25th 2022 to February 24th 2023.
Attending the closing ceremony were Assoc. Prof. Dr. Trieu Van Cuong, Deputy Minister of Home Affairs; Mr. Chu Tuan Tu, Director of International Cooperation Department, MOHA; Mr. Tran Nghi, Editor-in-Chief of State Organization Journal; Ms. Nguyen Xuan Dung, Deputy Director of the Department of Civil Service and Public Servants, MOHA; Mr. Kenneth Sim, Dean of Chandler Academy of Governance; Mr. Jean-FrancoisVerdier, Inspector General of Finance, former Director General of Administration and Civil Service of France; Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Dr. Nguyen Dang Que, NAPA Vice President; representatives from NAPA faculties and departments; and 29 participants of the training course.
As reported by Ms. Pham Thi Quynh Hoa, the training course consisted of four semesters, three of which in Viet Nam and one in Singapore. The participants have showed their good attitude to study. They have built a general vision, been capable of identifying opportunities and challenges posed to leaders, managers and crucial roles and required competencies of leaders and managers to meet the requirements of the new period. After the training course, the participants will develop their analytical skills, systems thinking and use these skills in policy formulation and implementation; effectively analyze and handle emerging issues in the context of modern and effective national governance. As a result, 100% of the course participants have completed the training course as planned and be granted certificates of completion by NAPA.
To the good results of the training course, Deputy Minister of Home Affairs Trieu Van Cuong highly appreciated the initiative, efforts and effective cooperation between MOHA, NAPA and CIG in developing and delivering the training program for potential strategic leaders at the central and local government. The Deputy Minister emphasized that good national governance will be a decisive factor for the success of countries, reflected in the vision and enhancement of the active participation of different actors in solving common problems at all levels from the central to the local. Therefore, improving the capacity of the contingent of cadres, civil servants and public employees, especially potential leaders at the strategic level to meet the requirements of modern and effective national governance is inevitable and objective. He expected that the success of the training course would create a premise for more effective implementation of the next training courses in 2023 and open up more cooperation oppotunities in the future between the MOHA, NAPA and CIG.
At the closing speech, Assoc.Prof.Dr. Nguyen Ba Chien emphasized that, as a national leading center for public servant training, NAPA has been focusing on building high quality training programs in order to improve the capacity of leading and managerial civil servants. The success of the training course is the result of long time exchange, cooperation and efforts between MOHA, NAPA and CIG. The course is elaborately designed and practical; meets international standards and is applicable for Viet Nam. He highly appreciated great support from MOHA and its departments in building and conducting the course. He also expressed his gratitude to CIG for respecting and listening to the needs of partners as well as closely collaborating with NAPA in the program development and inviting qualified experienced international experts to the training course. Assoc. Prof. Dr. Nguyen Ba Chien expected for a further cooperation between NAPA and CIG and hoped to have more support from CIG in the next training courses.
Being delighted at the successful cooperation between NAPA and CIG, Mr. Kenneth Sim remarked that the training course have got positive feedback in the training program from the participants. The course design is suitable with the actual context in Viet Nam, which helps the participants effectively apply what they have learned into their work and initially get good results. He expected that NAPA and CIG would have stronger, closer cooperation in civil servant training and looked for better success of next training programs…
On behalf of 29 participants of the training course, Mr. Le Quang Hoa expressed his gratitude to MOHA, NAPA and CIG for delivering the training course which enabled them to improve their leadership and management skills in the context of modern national governance. He committed to apply what had been learnt into his work so as to get better performance at his workplace.
