On March 20, the National Academy of Public Administration (NAPA) Campus of the Central Region in Hue City, in collaboration with the National Policy Consensus Center (NPCC), Portland State University, USA, organized a seminar and a training course on the topic “Collaborative governance for sustainable development at local governments in the United States and Viet Nam”.
On the side of international experts, there were Prof. Stephen Greenwood and Dr. Dang Van Huan from the National Policy Consensus Center (NPCC), Portland State University, Oregon, USA.
On the side of NAPA, there were Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President; Assoc. Prof. Dr. Nguyen Hoang Hien, Director of the NAPA Campus in the Central Region; Dr. Tran Thi Lan Anh, Deputy Director, Department of International Cooperation, and leaders of units and faculty members of the NAPA Campus.
Co-chairing the seminar were Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President; Prof. Stephen Greenwood and Dr. Dang Van Huan from the National Policy Consensus Center (NPCC), Portland State University, Oregon, USA.
In his opening remarks, Assoc. Prof. Dr. Nguyen Hoang Hien emphasized that in 2023, the relationship between the United States and Viet Nam had officially been elevated to a comprehensive strategic partnership, increasingly deepening in substance and making positive contributions to security, peace, cooperation, and sustainable development regionally and globally. In this context, to attract expert and financial support sources and develop joint training and exchange programs for lecturers and students, in 2023, NAPA continued to expand its network of partnerships with institutions in the United States. To date, NAPA has established a cooperative relationship with the U.S. Consulate General in Ho Chi Minh City and the NPCC of Portland State University, USA.
To exchange theoretical and practical issues on collaborative governance in the United States and Viet Nam, and deepen the content of training courses, NAPA, in collaboration with experts from the NPCC of Portland State University, USA, organized a seminar on the theme “Collaborative governance for sustainable development at local governments in the United States and Viet Nam” at the NAPA Campus in the Central Region.
Following the seminar, the training program on Collaborative governance for NAPA of Viet Nam is a novel scientific content, opening up many research directions for experts and scholars interested in the field of collaboration within public sector agencies. He believes that experts from the NPCC of Portland State University, USA will have valuable and insightful exchanges and discussions on the experiences of both the United States and viet Nam in collaborative governance.
Prof. Stephen Greenwood and Dr. Dang Van Huan provided an overview of the context, goals and agenda of the seminar; the challenges of administration management and practical examples; collaborative governance with definitions, two forms of collaboration: (1) Joint action and seeking consensus to resolve conflicts and important principles; (2) Diversity of cooperation: Horizontal and vertical relationships, interdependence.
The seminar attracted many viewpoints from participants. Dr. Tran Thi Lan Anh, Deputy Director, Department of International Cooperation, NAPA, analyzed the effective cooperation between the State and the people in the complex developments of the world today.
Dr. Vu Hoang Manh Trung, lecturer, Faculty of Socio-Economic Management, NAPA Campus in the Central Region, exchanged and discussed the effectiveness of cooperation between the State and the people in the issue of diversity in collaborative governance.
Mr. Nguyen Thanh Tuan, lecturer, Faculty of Interdisciplinary Sciences, NAPA Campus in the Central Region, raised the issue of the need for people’s participation and cooperation in implementing State policies and projects.
Dr. Ngo Van Tran, senior lecturer, Faculty of Administration and Law, raised the issue of implementing collaborative governance in localities. The most challenging tasks today in collaborative governance are to promote the participation of businesses and people in national governance and to coordinate institutional and policy governance.
Speaking at the seminar, Assoc. Prof. Dr. Nguyen Quoc Suu affirmed that NAPA is honored to collaborate with the NPCC, Portland State University, Oregon, USA. The exchange of content at the seminar is useful and professional, not only equipping comprehensive knowledge about collaborative governance in the current context but also helping to apply it effectively in work and teaching. The seminar and the training course demonstrate the comprehensive cooperation between the United States and Viet Nam. Therefore, it is hoped that lecturers will actively participate in the training session to have a comprehensive view of the effectiveness of collaborative governance.
After the seminar, in the afternoon of the same day, Prof. Stephen Greenwood and Dr. Dang Van Huan, National Policy Consensus Center, Portland State University, Oregon, USA, chaired the continuation of the discussion on the topic “Collaborative governance for sustainable development at local governments in the United States and Viet Nam” for key NAPA lecturers. Based on the results of the training course, lecturers will deliver lectures and develop research reports and pilot proposals for specialized topics to serve the training activities of officials after they are approved by competent authorities.
The training course program on collaborative governance for key NAPA lecturers is conducted from March 20 to March 21, 2024.
