On 10th December 2018, in the framework of the cooperation between Vietnam National Academy of Public Administration (NAPA) and the Civil Service College of Singapore (CSC) and Temasek International Fund (TIF), the delegation of CSC and TIF visited National Academy of Public Administration (NAPA) Branch Campus in Ho Chi Minh City.
Presented in the reception were Mr. Stanley Lee – Director of TIF; Ms. Tina Ng – Head of International Cooperation Department, CSC; Ms. Flynn Ong – Deputy Head of International Cooperation Department for Southeast Asia, CSC. From NAPA, there were Dr. Ha Quang Thanh – Permanent Executive Director of NAPA Branch Campus in Ho Chi Minh City, Assoc. Dr. Huynh Van Thoi – Deputy Director of NAPA Branch Campus; NAPA staff and lecturers who are in involved in designing a civil servant training program of public policy. The meeting aimed at building a cooperative program in civil servant training on policy formulation,, implementation and evaluation.
In the meeting, the CSC and TIF shared their experiences in training as well as in promoting the tailor-made training to meet the training demand. They were interested in experience requirement for a lecturer, regular training evaluation, updating the training content to reflect the new policies, the differences in course length and syllabus between the CSC and NAPA, the core issues in training, practical experience and potential failures during implementation.
At the end of the meeting, Assoc. Prof. Dr. Huynh Van Thoi gave sincere thanks to the delegation from CSC and TIF for their coming and sharing experience in the civil servant training on public policy. At the same time, he emphasized training on public policy for civil servants is a new issue which needs more thorough discussion for quality , practical practical training. Singapore is a country that has gained great success in training high quality human resources for the civil service. Because of time limitation, many training issues were not covered and exchanged. He hoped that there would be more cooperation and sharing between CSC and TIF and NAPA in the coming time.
