In line with the 2024 training plan, on June 29, 2024, at the Great Hall of NAPA Headquarters in Ha Noi, the National Academy of Public Administration held the closing ceremony of the training course for public leaders and managers at the ministerial department level – Cohorts 4 and 5 in 2024.
Dr. Tong Dang Hung, Deputy Director of the Refresher Training Management Department, attended and delivered the closing speech.
Participants included Ms. Nguyen Thi Tam, Deputy Head of the Division of Management of Leadership and Management Posts Training, Refresher Training Management Department; representatives of the leaders of NAPA units; representatives of the Refresher Training Management Department; class managers; and the course participants.
Ms. Ngo Thi Phuong Anh from the Division of Management of Leadership and Management Posts Training, Refresher Training Management Department, introduced the delegates. The training course for public leaders and managers at the ministerial department-level, Cohorts 4 and 5 in 2024, was conducted directly at NAPA. The participants were diverse, coming from various ministries, sectors, and agencies, including current ministerial department general directors, deputy general directors, and those earmarked for such positions. This diversity facilitated favorable conditions for learning and research. The class quickly stabilized after the opening, with well-maintained organization and a high sense of self-discipline among the participants, who strictly adhered to the NAPA’s rules and procedures.
During the course, participants were introduced to 10 topics, including eight lecture topics and two thematic reports, and conducted a one-day field survey at the Van Giang District People’s Committee (Cohort 4) and the National Assembly House (Cohort 5). The lecture sessions were conducted by associate professors and senior lecturers from inside and outside NAPA. As a result, 118 participants received certificates.

In his closing speech, Dr. Tong Dang Hung acknowledged and commended the achievements of the training course during their time at NAPA. Despite many professional responsibilities, the participants made significant efforts to achieve good results. The enthusiasm, responsibility, and expertise of the NAPA’s senior experts and lecturers greatly contributed to the success of the course. Dr. Tong Dang Hung expressed his hope that the participants would continue to research and propose policy and legal regulations for their agencies to effectively implement public duties based on the knowledge they gained.
