Conference on Online Training on Digital Transformation for Public Servants on the MOOC platform

On June 7, 2024, at MoHA Headquarters, the Ministry of Home Affairs (MoHA) organized a conference on online training on digital transformation for public servants on the MOOC system. Mr.Vu Dang Minh, Chief of the Ministry Office and Head of the MoHA Working Group for Project 06, chaired the conference.

Attending the conference were leadership representatives of MoHA units; representative of the MoHA Working Group for Project 06; representative of the Police Department for administrative management of social order, Ministry of Public Security; representative of Hanoi University of Science and Technology (HUST).

In his opening remarks, Mr. Vu Dang Minh, Chief of the Ministry Office and Head of the Working Group for Project 06, said that the MOOC system daotao.ai is a large-scale online training platform developed and operated by the Center for Technology and Solution for Education (Edtech), part of the School of Information and Communication Technology at HUST.

The platform is designed to accommodate a large number of simultaneous online learners (over ten thousand participants in one class). Key features include (1) Quick and easy access from any location with an Internet connection, enabling learners to actively study anytime, anywhere; (2) Various forms of interaction between instructors and learners, such as live streaming, self-paced video lectures, supervised learning; (3) Detailed tracking of individual learning progress, with the ability to evaluate and report on the learning progress of learners by groups or class, allowing proactive control, support, and encouragement of learning; (4) AI facial recognition technology to ensure the integrity of online exams; (5) Comprehensive training management process, from initial enrollment to final evaluation and issuance of course completion certificates.

Mr. Vu Dang Minh hopes that MoHA will help unify content and methods to successfully implement Plan 1768/KH-BNV, dated April 1, 2024, which aims to organize training sessions for public servants in the Home Affairs sector to raise awareness about digital transformation and to support the creation of a specialized database for the Home Affairs sector. He also emphasized that MoHA should take the lead in organizing and providing online training for public servants using the MOOC platform.

Regarding the overview of the training program on digital transformation awareness:

Training content: The program is designed for non-IT professionals who need supplementary knowledge to implement Project 06 (specifically online public services). It provides information about Project 06; an overview of digital transformation, essential public services, essential technologies for digital transformation, and information safety and security in the digital space.

Learning method: Learners use their learning accounts to access and study the courses during the available period. While studying, learners will encounter random quiz questions related to the course content, which they must answer correctly to proceed. These questions help monitor the learners’ progress. After the course period ends, the course will be closed, and learners will no longer access the materials.

Final exam: The final exam is automatically opened when the learner completes all lessons in the curriculum (provided the learning progress score is above 70%). Learners need to manage their time to complete the exam within the set period. The exam is monitored to ensure integrity.

Evaluation of learning outcomes: To be certified as having completed the course, learners need to complete all video lectures and the final exam. They need to answer correctly at least 50% of the embedded video questions and at least 50% of the questions in the final exam.

Duration: the course is available for three days, including the certification exam.

As of June 6, 2023, 21 out of 30 ministries and branches and 59 out of 63 provinces and cities have submitted their participant lists for the training class on digital transformation awareness, with a total of 17,417 registered learners. Some ministries, branches and localities have coordinated with the C06 Department to organize “Digital Transformation Knowledge for Project 06″ courses locally and, therefore, did not register participants for the MoHA training course this time.

Regarding the tasks for MoHA to implement in the coming time:

In June 2024, MoHA will collaborate with the C06 Department and HUST to organize online training on digital transformation awareness for public servants in the Home Affairs sector through the MOOC platform daotao.ai

Following this training course, the MoHA Working Group for Project 06 will report to the Ministry’s leadership to seek approval for coordinating with relevant units to develop learning materials for MoHA specialized courses (courses providing knowledge in the fields of Home Affairs, Records—Archives, Emulation—Commendation, etc.).

Once the development of learning materials is completed, MoHA will continue to collaborate with relevant agencies and units to organize training courses that provide specialized knowledge for public servants in the Home Affairs sector.

Mr. Pham Huy Hoang, Director of Edtech – HUST, said that with more than 17,000 registered learners, MoHA can immediately start a class. The process for implementing the course includes: creating a list to divide learners into groups, enrolling learners into classes, tracking learner status, and verifying learner enrollment in each group. For each video lesson by topic, learners need to achieve a 70% completion rate before progressing to the next video. In particular, the exam will be based on a random question bank, ensuring no two tests are identical, which allows for an accurate evaluation of each participant’s learning and practical application in their work.

At the conference, representatives of the MoHA Working Group for Project 06, the Police Department for administrative management of social order, the Ministry of Public Security, and HUST exchanged, discussed and addressed challenges and solutions in implementing online training on digital transformation for public servants on the MOOC platform.

Concluding the conference, Mr. Vu Dang Minh suggested that the MoHA Working Group for Project 06 coordinate closely with HUST to ensure the success of the digital transformation training courses for public servants on the MOOC system. This would set the stage for more training courses, such as recruitment and utilization of public servants, training on implementing legal documents, and providing guidance on state management tasks of MoHA, ultimately saving costs for MoHA and the Home Affairs sector.
