Conference on the implementation of the Prime Minister’s Decision on functions, tasks, powers and organizational structure of NAPA

On December 30, in Hanoi, the Ministry of Home Affairs (MoHA) organized the Conference on the implementation of the Prime Minister’s Decision on functions, tasks, powers and organizational structure of NAPA and handed over the Minister of Home Affairs’ appointment decisions.

Ms. Pham Thi Thanh Tra, Member of the Central Committee of the Communist Party of Viet Nam (CPV), Secretary of CPV Designated Representation, and Minister of Home Affairs, chaired the Conference.

Attending the Conference were Vice Minister Nguyen Trong Thua, Vice Minister Trieu Van Cuong; representatives of leaders of units under MoHA; leaders and employees of the National Academy of Public Administration (NAPA) and Hanoi University of Home Affairs (HUHA).

At the meeting, Mr. Nguyen Huu Tuan, Member of CPV Designated Representation cum Director-General of the Department of Organization and Personnel announced the Prime Minister’s Decision No. 27/2022/QD-TTG dated December 19, 2022 defining the functions, tasks, powers and organizational structure of NAPA; Decision No. 1279/QD-BNV dated December 30, 2022 of MoHA on the appointment of Mr. Nguyen Ba Chien as NAPA Acting President and Decision No. 1278/QD-BNV dated December 30, 2022 of MoHA on the appointment of Mr. Nguyen Quoc Suu as NAPA Vice President.

Speaking at the Conference, Minister Pham Thi Thanh Tra emphasized that this is an important and meaningful milestone in the NAPA development and also a turning point in the HUHA growth. In the past time, the two institutions have endeavoured to overcome many difficulties and challenges to cultivate and build a glorious tradition, which has made a very important contribution to the development of the home affairs industry, the Ministry of Home Affairs, and Viet Nam.

Implementing Decision No. 27 of the Prime Minister by merging HUHA into NAPA, Minister Pham Thi Thanh Tra proposed the NAPA leaders and public employees focus on comprehensively implementing the requirements and tasks according to Decision No. 27 of the Prime Minister as well as the guiding spirit of the CPV Designated Representation of MoHA. In particular, the Minister requested the NAPA Board of Directors urgently organize a meeting to assign tasks and effectively implement Decision No. 27.

On the threshold of the New Year, on behalf of the CPV Designated Representation and MoHA leaders, Minister Pham Thi Thanh Tra wished the NAPA leaders, officials and public employees a prosperous and productive new year.

Receiving the direction of Minister Pham Thi Thanh Tra and accepting the assignment, NAPA Acting President Nguyen Ba Chien would like to thank the trust of the CPV Designated Representation of MoHA and the MoHA leaders. Mr. Nguyen Ba Chien is fully aware that this is not only an honor and a great responsibility for himself but also an important political task for the overall development of NAPA.

Assoc. Prof. Dr. Nguyen Ba Chien affirms that he will devote himself, inherit and promote the tradition of generations of NAPA leaders, thereby developing a NAPA of unity and growth. NAPA will become a special-class non-business unit, a national center performing the functions of training and fostering capacity, knowledge and skills in administration, leadership and management for cadres and civil servants, human resource training, and administrative science research and giving advice to the Ministry of Home Affairs on public administration and state management.
