Conference to review the first six months and implement tasks for the last six months of 2023

On June 30, 2023, the National Academy of Public Administration (NAPA) held a conference to review the first six months and implement tasks for the last six months of 2023. Vice Minister of Home Affairs Trieu Van Cuong chaired the conference. The conference is held in face-to-face and online format.

On the side of the Ministry of Home Affairs (MoHA), Vice Minister of Home Affairs Trieu Van Cuong and leaders of MoHA units attended the conference.

On the side of NAPA were NAPA Vice Presidents: Assoc.Prof.Dr. Luong Thanh Cuong, Assoc.Prof.Dr. Nguyen Quoc Suu, and Dr. Lai Duc Vuong; leaders of NAPA units; representatives of NAPA Branch Campuses in the Central region, Central Highlands, and Ho Chi Minh City.

 Speaking at the meeting, Assoc.Prof.Dr. Trieu Van Cuong, Vice Minister of Home Affairs, recognized and praised the achievements that NAPA has made. He also highly appreciated the efforts and dedication of NAPA leaders, staff, and employees in fulfilling their assigned tasks. The Vice Minister proposed that in the remaining six months of the year, NAPA focus more on its core tasks, ensuring the successful continuation and implementation of training activities while simultaneously carrying out other assigned duties after the merger of the Hanoi University of Home Affairs into NAPA. The Vice Minister expressed his hope that the Party committees and leaders of NAPA would continue to promote their role in directing, caring for, scrutinizing, and innovating all aspects of work. He encouraged unity and cohesion among NAPA’s staff and employees, urging them to strive for excellence in fulfilling their assigned tasks. Also, he emphasized the importance of continuing to make progress and contribute effectively to the overall development of the MoHA and the Home Affairs sector in the future.

Speaking during the conference, Assoc.Prof.Dr. Nguyen Ba Chien, NAPA President, briefly reported on the NAPA’s performance in the first six months of 2023. He expressed his desire to continue receiving the attention of MoHA leaders to guide NAPA on the arrangement of public leaders and managers. He also emphasized the need to balance funding from the 2023 budget to enable NAPA to fulfill its tasks. Additionally, he proposed to the competent authorities that they allocate funds for the year 2024 to support the Academy in improving its facilities and investing in digital transformation.

 Under the authority of the NAPA President, Assoc.Prof.Dr. Nguyen Van Hau – Chief of the Office of NAPA, provided an update on the work progress in the first six months of 2023.

 The NAPA Board of Directors directed the development of the operation plan, prioritizing the proactive implementation of core tasks in accordance with Prime Minister’s Decision No. 27/2022/QD-TTg dated December 19, 2022 stipulating the functions, tasks, powers, and organizational structure of NAPA under MoHA. The Academy successfully completed the tasks related to organizational and personnel consolidation and established the necessary conditions for effectively implementing the assigned duties. Throughout the organizational and personnel consolidation process, the Academy maintained unity and consensus, ensured democracy, objectivity, and justice, and constantly cared for NAPA officials and staff to contribute to the general growth of the Academy.

 The Academy’s domains of activity were maintained and obtained remarkable and synchronized achievements in the fields of training, research, international cooperation, planning, finance, logistics, and so on.

 The Academy has reviewed and improved its internal management regulations to meet task performance criteria, actively implement digital transformation tasks, and review and standardize administrative procedures to optimize resource allocation.

After listening to the report on the work during the first six months of the year and the opinions of the delegates, Assoc.Prof.Dr. Nguyen Ba Chien identified the key tasks for the final six months of 2023:

  1. Continuing to revise and enhance the internal management regulations of NAPA, as well as review and standardize administrative processes. Promulgating regulations and provisions on working regimes and academic research of the faculty members; guiding the evaluation and commendation in 2023 for organizations and individuals, as well as the working regulations of the Academy and its units; establishing a decentralized system for the branch campuses; amending the regulations on appointments, re-appointments, rotations, dismissal of public leaders and managers, and transfers of officials working in NAPA units according to Regulation No. 04-QC/BCSD dated February 17 2023 by the MoHA Party Designated Representation;
  1. Performing information and communication work effectively to generate consensus and build a united community within NAPA, aiming towards breakthrough development goals in the future term;
  1. Completing the tasks outlined in the working program of MoHA and strictly complying with the requirements on the progress and quality of tasks in the 2023 operational plan of NAPA; developing a draft outline of the strategic development plan for NAPA during the 2023-2030 period, with a vision to 2045; reporting to MoHA on working with relevant ministries and branches to advise the Prime Minister on determining the appropriate legal status for NAPA; building and promoting the brand of NAPA with core values including dynamism, professionalism, quality, innovation, and creativity;
  1. Focusing on successfully enrolling students for undergraduate, master’s, and doctorate programs in 2023; completing and surpassing the training plan for cadres, civil servants, and public employees in 2023 while strengthening discipline and assuring training quality.
  1. Concentrating on enhancing the quality of the cadre and public employee contingent to satisfy the task performance standards in the new period.
  1. Continuing to evaluate and consolidate the personnel in NAPA units; paying attention to the development of trainers; reviewing and updating professional titles for NAPA public employees to establish a suitable workforce structure in line with the requirements of the new phase’s tasks.

Organizing methodological labor allocation to effectively manage and employ the current personnel resources of NAPA. Based on legal regulations, conducting research and innovating the classification and emulation work to create motivation and pressure to increase work productivity for NAPA staff.

  1. Reviewing and standardizing administrative procedures, contributing to resource optimization, and executing the Academy’s digital transformation strategy towards the goal of building and developing a Digital Academy.
  1. Innovating and improving the quality and efficiency of various areas of work: implementing the international cooperation plan, successfully organizing the EROPA Conference in 2023, and carrying out international cooperation activities in 2023; strictly performing the tasks of investment, construction, renovation, and repair of facilities, procurement of assets, ensuring the necessary conditions to perform the Academy’s tasks; developing a quality assurance plan to ensure the quality, organize examination and training activities in accordance with regulations, and establishing a system to strengthen and enhance the training quality.
  1. Fulfilling the advisory tasks effectively, leveraging the proactive and creative spirit of NAPA staff in carrying out their duties, encouraging innovative ideas to enhance labor productivity at the Academy; improving coordination effectiveness within each unit and across the Academy system to accelerate the progress of task implementation.
  1. Reviewing and resolving backlogs related to housing and land facilities, debts, and practical challenges and difficulties.
