Memorandum of Cooperation signing between National Academy of Public Administration and Centre of High Studies of the French Home Ministry

In the framework of the visiting of Francois Hollande – President of French Republic in Vietnam, on September 5th 2016, the Cooperation documents signing ceremony between the governments of the French Republic and the Socialist Republic of Vietnam was held at the Government Guest House (Hanoi).

At the ceremony, honor representatives from the government of Vietnam include Mr. Le Thanh Long – Minister of Ministry of Justice, Mr. Bui Thanh Son – Vice Minister of Ministry of Foreign Affairs, Mr. Trieu Van Cuong – Vice Minister of Ministry of Home Affairs, Mr. Pham Manh Hung – Vice Minister of Ministry of Education and Training, Mr Tran Quoc Khanh – Vice Minister of Ministry of Science and Technology, Le Quoc Doanh – Vice Minister of Ministry of Agriculture and Rural Development. Mr. Le Nhu Thanh – Permanent Vice President of National Academy of Public Administration (NAPA) and NAPA faculties attended the Cooperation documents signing ceremony. French government representative attended the ceremony including Mrs. Marine Pinville – Secretary of Ministry of Economy and Finance, Mr. Andre Vallini – Secretary of Ministry of Foreign Affairs and International Development as well as French Ambassador to Vietnam Jean-Noël Poirier.

During the ceremony, Dr. Le Nhu Thanh – NAPA Permanent Vice President and Mr. Jean-Noël Poirier – Ambassador of the France Embassy in Vietnam, signed the Memorandum of Cooperation in training between NAPA, Vietnam and the Centre of Advanced Studies of Ministry of the Interior (CHEMI), France.

The Memorandum of Cooperation covers the following issues:

Areas of cooperation:

  1. Administration management, Local management and Administrative reforms;
  2. E-learning development and training methods reforms.

Scope of cooperation:

  1. Exchanging of training materials and research results in management in Asia and Europe;
  2. Organizing bilateral meetings, workshops and conferences related to the topics of mutual interest;
  3. Participating or co-organizing projects with international grants related to the topics of mutual interest;
  4. Exchanging students and lecturers participating in high ranking official training programs;
  5. Cooperating in E-learning and reform of training programs, training materials and teaching methods;
  6. Cooperating in proposing different projects with or without another international partner
