Dean of the C. T. Bauer College of Business, University of Houston, USA leads a delegation to visit the National Academy of Public Administration, Viet Nam

On March 17, 2023, NAPA received the Dean of the C. T. Bauer College of Business, University of Houston, USA at NAPA Headquarters in Hanoi.

Attending the meeting, on the side of NAPA, there were leaders of the NAPA Office, the International Cooperation Department, the Department of Graduate Training Management, the Department of Refresher Training Management, the Faculty of Administration Sciences, and the Institute of Administrative Studies.

On the side of the C. T. Bauer College of Business, there were Dr. Paul A. Pavlou, Dean; Dr. Frank Kelley, Associate Dean for Undergraduate Business Program; Mr. Brent Spraggins, Director of Pre-Business Advising and Special Programs; Dr. Lai Thai Binh, Deputy Director-General of East Sea Institute, Diplomatic Academy of Vietnam.

At the meeting, Dr. Nguyen Dang Que gave an overview of the position, functions, and tasks of the National Academy of Public Administration; international cooperation activities of the Academy; developing curriculum training content, improving faculty capabilities, and organizing international workshops. He proposed some areas of collaboration, such as sending NAPA students to study at Bauer College in majors that the College is best known for, and NAPA will also welcome students of Bauer College to study in Viet Nam.

Regarding training activities for public servants, NAPA will be the focal point connecting Bauer College with Vietnamese localities in training to improve the qualifications of public servants. Moreover, NAPA will also invite experts from Bauer College to deliver face-to-face or online lectures in training courses organized by NAPA. Regarding the organization of international workshops, NAPA wishes to cooperate with Bauer College in organizing international forums and workshops for academics and experts to share and exchange knowledge and experiences. Dr. Nguyen Dang Que hopes that the cooperation will be expanded in the future, with NAPA having a delegation to visit Bauer College in 2024. This will be a key activity to realize the cooperation relationship between NAPA and Bauer College. NAPA also wishes to invite faculty and experts of Bauer College to attend the Annual Conference of the Eastern Regional Organization for Public Administration (EROPA) in October 2023 in Viet Nam, with the theme “The Role of Public Governance in Socio-Economic Recovery and Development towards the Sustainable Development Goals”.

Within the framework of the working session, Dr. Paul A. Pavlou briefly introduced Bauer College and the University of Houston. Currently, Bauer College has a lot of students from Asian countries, including Viet Nam. Bauer College has many asynchronous training courses that students in different time zones can attend, and the College also offers courses with certificates. Dr. Paul A. Pavlou is willing to share the training programs of Bauer College so that the two institutions can identify areas of collaboration, e.g. cooperating in undergraduate and postgraduate training programs such as finance, accounting, or supply chain management and organizing seminars and workshops.

At the meeting, the participants had many recommendations, such as a proposal for cooperation in undergraduate training and degree issuance of Viet Nam and the United States; how Vietnamese students can work in companies and organizations that are suitable for the training fields in the United States; a proposal to develop a high-quality training program that entirely delivered in English by faculty of NAPA and Bauer College.

After discussing collaboration opportunities, the two parties agreed to soon have a detailed and specific working session on the implementation of linkages and cooperation and jointly sign a Memorandum of Understanding to enhance effective cooperation between the parties in the future.
