II. Functions and tasks
- Advising the President of the National Academy of Public Administration concerning strategies, plans for international cooperation in training and research of the Academy.
- Leading and collaborating with related units in development of plans for international cooperation in joint training, joint research and submission of these plans to the President of the National Academy of Public Administration.
- Assisting the President of the National Academy of Public Administration in unified management of international cooperation of the Academy; playing role as a contact unit of the Academy in the relationship between the Academy and international associations, organizations, partners, forums and between the Academy and international training institutions of public administration and management.
- Implementing approved plans, projects, schemes of international cooperation in joint training and joint research.
- Leading the formulation and implementation of the plans for visits of the international delegations to the National Academy of Public Administration and overseas visits of the Academy in accordance with the decisions by the President of the Academy; in collaboration with the Department of Personnel and Organization assisting the President concerning membership of the delegations of the overseas visits.
- Leading the implementation of translation and interpretation for international activities and events organized by the National Academy of Public Administration, for training and research activities of the Academy.
- Advising the President of the National Academy of Public Administration concerning management and support of international experts and students at the Academy.
- Advising the President of the National Academy of Public Administration concerning international assistance and development assistance for realization of the development goals of the Academy.

2.1. Division of Planning and General Affairs of International Cooperation
- Introduction
Division of Planning and General Affairs of International Cooperation was established in 2013. It operates in accordance with Decision 1879/QD-HCQG dated June 14th, 2019 by NAPA President on function, tasks, power, and structure of the Division of Planning and General Affairs of International Cooperation.

- Advising and assisting the Director of the Department of International Cooperation in developing and organizing plans for international cooperation, in charge of the general affairs of the Department.
- Implementing other tasks assigned by the Department Director and NAPA President.

d) Key activities
- Advise the Director of the Department of International Cooperation on NAPA’s long-term, medium-term and annual plans for international cooperation;
- Develop monthly, quarterly, 6-month and annual plans, programs, and implementation solutions; monitor other units in the Department concerning their implementation of the assigned work;
- Make work plans of the Department; monitor the plan implementation of the units within the Department.
- Develop and organize the implementation of the annual plan for receiving delegations to NAPA and sending NAPA’s delegations overseas.
- Develop and organize the implementation of plans for organizing NAPA’s international training courses, mixed training courses with in-the-country and overseas training.
- Drafting reports, periodical or irregular reviews of the Department’s activities and NAPA’s international cooperation; implement the statistical, reporting work in accordance with state regulations.
- Perform the administration task; serve the daily and weekly operation of the Department leadership; manage and use the physical facilities to serve the Department operation.
- Assist the Department Director in ensuring the compliance with NAPA and the Department’s regulations and working discipline; in organizing the personnel assessment of officials, emulation and commendation; in management of the working regime, meetings of the Department, and periodical activities according to the regulations;
- Carry out the clerical work, record management keeping; ensure enforcement of the regulations on the state secrets protection, institutional political protection in international cooperation; check the compliance with the format regulation of documents before submitting to the Department Director for signature; implement follow-up activities after getting approval by NAPA leadership.
- Coordinate with other units in the Department in the legal work including drafting working and management regulations, international cooperation regulations, gathering legal documents related to international cooperation.
- Perform the function of the Department of International Cooperation in unifying the management of NAPA’s international cooperation activities and the focal point in NAPA’s relation with international associations, organizations, partners and forums.
- Assist the Department Head in management and assistance for international experts and students at NAPA;
- Organize the translation of foreign documents for teaching, research and international cooperation activities as assigned by the Department Director.
- Participate in managing the content of the English version of NAPA’s website and the international news bulletins as assigned by the Department Director;
- Manage the Division’s employees and assigned assets according to the regulations;
- Carry out reporting and statistics work, record management of the Division in accordance with the law and NAPA’s regulation.
2.2. Division of Project and International Joint Training
- a) Introduction
Division of Project and International Joint Training was established in 2013. It operates in accordance with Decision 1878/QD-HCQG dated June 14th, 2019 by NAPA President on function, tasks, power, and structure of the Division of Project and International Joint Training.

- Advising and assisting the Director of the Department of International Cooperation in developing and organizing international projects, international joint training, and international cooperation in research.

d) Key activities
- Advise the Director of the Department of International Cooperation on strategies and plans for international cooperation in project formulation and implementation, training and research of NAPA;
- Coordinate with relevant units to develop plans for international cooperation in project formulation and implementation, joint international training and research and submit them to the Director of the Department of International Cooperation;
- Organize the implementation of NAPA’s approved plans and projects of international cooperation in joint training and scientific research;
- Organize the translation work to serve NAPA’s project activities, training, and research which are relevant to the international cooperation activities of the Division;
- Advise to attract international development aid and support for training and research to realize NAPA’s development objectives;
- Provide NAPA’s employees information on scholarships, opportunities to participate in international seminars, conferences and forums;
- Develop plans and organize activities to improve NAPA employees ‘s capacities in international integration and other capacities including English, diplomatic protocol, international communication, international negotiations, writing papers and presenting at international conferences and other skills;
- Coordinate in managing the content of the English version of Napa’s website and international news bulletin;
- Manage the Division’s employees and assigned assets in accordance with the regulations;
- Carry out reporting and statistics work, record management of the Division in accordance with the law and NAPA’s regulations.
2.3. Teaching Division of Foreign Languages

- Functions and tasks
- Organize the training, joint training, evaluation for foreign language courses including: general foreign language courses according to the 6-level foreign language competency framework for Vietnam, foreign languages for public administration courses; and preparation courses for international language certificates;
- Organize the certification of foreign language competence for general foreign language courses and foreign languages for public administration courses;
- Link with the competent training institutions to issue foreign language certificates for qualified students according to the 6-level foreign language competency framework prescribed by the Ministry of Education and Training and to deliver preparation courses for the international language testing systems to serve the needs of NAPA’s students and other students in accordance with the law.
- Develop training curricula, textbooks, and training materials for general foreign language courses in accordance with the 6-level foreign language competency framework, foreign language for public administration courses, preparation courses for international foreign language certificates for students inside and outside NAPA;
- Organize the teaching, testing and granting certificates to students after their course completion;
- Assume the responsibility of the teaching expertise, course schedule, training curricula, textbooks, reference materials; organize examinations and evaluation relating to the activities of the Teaching Division of Foreign Languages at NAPA’s headquarters and campuses;
- Link with the training institutions which have the function of teaching and issuing foreign language certificates in accordance with the law;
- Carry out other activities related to foreign languages and foreign languages for special purposes for students inside and outside NAPA under the direction of the Department leadership;
- Collaborate with NAPA’s departments and faculties develop plans for foreign language training and competence assessment;
- Perform other duties as assigned by the Department Director and NAPA President.

- Deliver general foreign language courses according to the 6-level foreign language competence framework for Vietnam for NAPA’s undergraduate, part-time, graduate students;
- Deliver foreign languages for public administration courses for NAPA’s undergraduate, part-time, graduate students;
- Deliver preparation courses for the entrance examination to NAPA’s master training programs; general foreign language courses according to the 6-level foreign language competence framework for NAPA’s graduate students who are required to take the foreign language competence examination as a requirement for graduation; other foreign language courses for different target groups inside and outside NAPA;
- Develop training curricula, textbooks, and training materials, question banks for general foreign language courses in accordance with the 6-level foreign language competency framework, foreign language for public administration courses for NAPA’s degree training programs, and other foreign language courses;
- Research and collaboration in innovating the teaching and learning to improve foreign language teaching and learning;
- Organize, participate in research on foreign languages and public administration.
- Key orientations
- Expanding international relations and improving NAPA’s international reputation
Expanding international relations and improving NAPA’s international reputation is a top priotiry task to be performed by the Department to realize the goal of making NAPA a training center for leadership and management at regional level. NAPA has established relationships with more than 50 reputable administration training and research institutions in the world. In particular, NAPA is a member of four international administrative organizations, including: International Association of Schools and Institutions of Administration (IASIA), the Eastern Regional Organization of Public Administration (EROPA), Asian Group for Public Administration (AGPA), ASEAN Public Service Training Institutes (PSTI). In addition, NAPA has multilateral and bilateral cooperation with many international organizations based in Vietnam such as UNDP, UNICEF, JICA (Japan), DANIDA (Denmark), USAID (United States), WUS (Germany). NAPA’s membership of international organizations enables its staff to participate in international forums, share experience and discuss issues and challenges arising in the public sector reform and innovation, in building an enabling, serving, integrity government.
- Supporting the implementation of NAPA’s transformation goals and renovation
International cooperation is seen a fundamental tool to realize NAPA’s development goals and promote its renovation. International cooperation activities always align with NAPA’s development strategies, support and positively affect the its major transformation such as renovation of the teaching curricula and materials, faculty capacity building for faculties, practice-oriented training, rank-based training, e-learning, training programs according to international standards and Vietnamese reality. Many of NAPA’s advanced training programs are the result of cooperation programs between the Academy and international partners, such as the competency-based training program for chairpeople of the Commune People’s Committees as the result of cooperation with SDC (Switzerland), the position-based training program for department-level leaders as the result of cooperation with General Directorate for Administration and Civil Service (France), the practice-oriented master traing program in public policy as a result of cooperation with National Graduate Institute for Policy Studies (Japan) with JICA’s assistance, Strengthening Capacity in policy formulation, implementation, evaluation for leaders and managers as a result of cooperation with Civil Service College (Singapore) with Temasek’s assistance.
At present, the Department is advising NAPA President on development and implementation of big projects which are of significance for NAPA such as USAID Strengthening Provincial Capacity, project for building capacity for strategic officials with assistance of Chandler Institute of Governnance (Singapore).
- Providing international training services
The Department hosts various training courses for public leaders and managers from regional countries, making NAPA a trusted civil service training provider for countries in the region. NAPA has provided 22 courses with more than 800 governemnt officials for Bangladesh, Myanmar, Buhtan, Afghanistan; courses for potential public managers for India, Pakistan; has trained nearly 2000 Laos students including undergraduate, master and doctoral students; organizing 22 training courses for more than Laos 400 high-ranking civil servants. In 2017, NAPA was awarded the First Class Labor Medal by the Laos Government for its achievements and contributions in training of Laos officials.
The Department also coordinates the international training courses for 100 Vietnamese public managers annually and leaders including domestic courses with involvement of international experts, courses organized both inside and outside the country. NAPA also provides international joint training programs. It has delivered five joint master training programs in collaboration with international reputation training institutions, such as the Master Program in Public Administration in collaboration with the National School of Public Administration (ENAP), Master Programs in Public Finance Management and Public Policy in collaboration with University of Tampere, Finland.
- Developing competency of faculties and administrators
The Department advises NAPA leadership in competency development of faculties and administrators focusing on improvement of NAPA employees’ professional knowledge of public administration, public policy; skills in designing competence-based training curricula, lesson plans and using modern pedagogical methods; competence-based training management skills.
The Department has successfully hosted many capacity building courses at NAPA with instruction by international experts. NAPA organizes 10-15 international workshops and seminars annualy, which provides forums for NAPA’s staff to update the cutting-edge knowledge and advanced practices, to participate in research work on issues emerging in the process of socio-economic development, public administrative reform, country’s renovation, contributing to development of administrative research and teaching at NAPA.
Many efforts have been made to gain international assistance in building working capacity in an international environment for public leaders and managers in realization of Resolution No. 26-NQ/TW on building a contingent of public officials at all levels, especially at strategic level who possess required qualities, competences, and reputation; are capable to perform the assigned tasks and to work in an international environment.
- Transferring advanced training technology for replication in Vietnam
International cooperation actively supports the process of advanced training technology transfer in Vietnam, contributing to effectiveness improvement of training. The Department cooperates with Hanoi People’s Committee to develop a new human resource training program for newly recruited officials, applying the model of National School of Administration (ENA), France; with Centre of High Studies of the French Home Affairs Ministry (CHEMI) to improve NAPA’s capacity in design and management of e-learning programs. At present, the Department is collaborating with Chandler Institute of Governance in development of an elite training program for Vietnamese potential strategic officials with reference to the Singaporean practice.
- Scientific research
The Department hosts many research activities with involvement of international partners such as international joint research with the University of Chuo, Japan; with Sriwijaya University, Indonesia, with JICA. At the same time, NAPA also conducts research capacity courses for NAPA’s faculties and
Research projects relating to international cooperation and foreign language teaching at the institutional level have been implemented. The Department has carried out the projects “Expanding NAPA’s international cooperation and improving its quality and effectiveness for the period 2012-2015 ”(in 2012); “Developing an English version of NAPA’s website and preparing a special website for EROPA Conference 2014 in Hanoi, hosted by NAPA” (in 2013); “Enhancing the coordination capacity of the Department of International Cooperation for organizing NAPA’s international cooperation activities” (in 2014); “International cooperation for improving capacity of NAPA’s faculties” (in 2016); “Building a procedure for coordination, management, support for NAPA’s Laos students” (in 2017); “Some solutions to improve English competence for NAPA’s students” (in 2017); “E-learning for NAPA’s training courses” (in 2018); and “Improving the learning of English for special purposes for NAPA’s students” (in 2019). The research results are used to innovate, increase efficiency, and improve the quality of international cooperation and foreign language teaching at NAPA.
In addition, the International Cooperation Department presides many international seminars and workshops on international cooperation in training cadres, civil servants, and employees; in developing working capacity in an international environment.
- Teaching foreign languages
The Department of International Cooperation implements the tasks of developing and implementing capacity building programs to improve foreign language ability for students and officials, training foreign languages according to the foreign language requirement of leadership and management positions, the foreign language competency framework set by Vietnam Ministry of Education and Training, the international standards, providing language training services. NAPA also conducts examination and assessment of foreign language competencies for training programs delivered at NAPA, cooperating in assessment of foreign language competencies.
