Establishing Election Teams in the localities

The national election to the 15th National Assembly and People’s Councils at all levels for the term 2021-2026 is to take place on Sunday May 23, 2021.

According to the Law on Election of deputies to the National Assembly  and People’s Council, election teams are set up at polling stations 50 days before the election day.

 By April 3, 2021, approximately 90,000 election teams are set up in 184 constituencies throughout the country.

Election teams are established at each polling station to conduct the election of deputies to the 15th National Assembly and People’s Councils at all levels for the term 2021-2026.

No later than April 3, 2021 (50 days before the election day), People’s Committees at commune level, with the consent of the Standing Committee of the People’s Council and the Standing Committee of the Vietnam Fatherland Front at the same level, decide the establishment of an election team at each polling station to conduct the election of deputies to the 15th National Assembly and People’s Councils at all levels for the term 2021-2026. The Election Team consists of between eleven and twenty one persons, including Team leader, Secretary, and team members who are representatives of state agencies, political organizations, socio-political organizations, social organizations, and representatives of the local voters.

Tasks and powers of the Election Team

The Election Team has the followings tasks and powers: be in charge of election at the polling station; arrange polling booths and ballot boxes; receive documents and ballot papers from the Election Boards; distribute voter cards and ballot cards stamped by the Election Team to voters; within ten days before the election (from May 13 to May 22, 2021) regularly inform voters of the election day, polling booths and time for casting the ballots.

 The Election Team is also responsible for ensuring the implementation of the law on election and regulations on polling booths; handling complaints and denunciations related the performance of the Election Team; receiving and sending complaints and denunciations related to the candidates to the National Assembly or People’s Councils to the Election Commission; canvass of votes and making reports on the election result to the Election Commission and sending them to the People’s Committee at commune-level where the polling station is located.

 Establishment of the Election Team in the armed forces

 In case the People’s armed forces units are determined to be a separate polling station, the commander shall decide the establishment of an Election Team with five to nine people, including Team leader, Secretary and members who are representatives of commanders and soldiers in the people’s armed units. The list of election teams must be sent to the Election Commission for National Assembly deputies, provincial-level People’s Council deputies, district-level People’s Council deputies in that polling stations and the Standing Committee of the People’s Council, the Standing Committee of the Vietnam Fatherland Front Committee at the commune level where the unit is located.

In case the people’s armed forces units have the same polling station with the local government, the People’s Committee at commune level and the commander of the people’s armed forces unit, with the consent of the Standing Committee of the People’s Council and the Standing Committee of Vietnamese Fatherland Front at the same administrative level, shall decide the establishment of an Election Team, which consist of between eleven and twenty one members including Team leader, Secretary and members who are representatives of the state agencies, political organizations, socio-political organizations, social organizations, representatives of local voters, representatives of commanders and soldiers in the people’s armed forces units.
