AsemconnectVietnam – The Government Office is a ministry-level agency, which works as an aide to the Government and the Prime Minister
Position and functions of the Government Office:
· To arrange for general activities of the Government and the Prime Minister;
· To advise the Prime Minister on the direction and administration of general activities of the state administrative apparatus;
· To assist the Prime Minister in organizing the regulation and coordination of activities among ministries, ministry-level agencies, government-affiliated agencies, People’s Councils and People’s Committees of the centrally-run provinces and cities for the implementation of the Government’s and the Prime Minister’s work schedules and plans;
· To prepare, manage and strictly observe the Government’s and the Prime Minister’s working regulations as well as work schedules and plans;
· To ensure material and technical conditions for the operation of the Government and the Prime Minister.
Responsibilities and powers of the Government Office:
1. To draw up and manage working regulations, work schedules and plans of the Government and the Prime Minister; to monitor, urge and inspect the implementation of such programs, plans and working regulations by ministries, ministry-level agencies, government-affiliated agencies, People’s Committees of the centrally-run provinces and cities.
2. To advise the Prime Minister on the choose of issues associated with crucial lines, policies, laws, managerial mechanisms in order to assign them to relevant ministries and agencies for study and submission to the Government or the Prime Minister; to receive and verify the legitimacy, the conformity and the compatibility of regular work of ministries, branches, cities and provinces with the given mechanisms and policies and submit them to the Prime Minister for consideration and decision making.
3. To assist the Prime Minister in performing the tasks of regulating and coordinating work schedules and plans of ministries, ministry-level agencies, agencies attached to the Government and People’s Committees of the centrally-run provinces and cities while carrying out work schedules and plans of the Government and the Prime Minister. To issue documents notifying the Prime Minister’s guidelines on the affairs falling within the realm of the Prime Minister’s responsibilities.
4. To organize and serve the Government’s sessions and working meetings between the Prime Minister, Deputy Prime Ministers and the Government-affiliated agencies, socio-political organizations, local governments, including the preparation of contents, schedules, material conditions, dossier management, taking minutes and editing resolutions, directives and conclusions made the Prime Minister and/or deputy Prime Ministers.
5. To conduct study, prepare schemes and projects assigned by the Prime Minister, and submit them to the Government or the Prime Minister for consideration and decision-making.
6. To aid the Government and the Prime Minister in urging ministries, ministry-level agencies, agencies attached to the Government and People’s Committees of the centrally run provinces and cities to prepare the assigned schemes and projects and enclosed draft normative legal documents. To conduct verification of process, administrative procedure, the legitimacy and the conformity with the Party’s and State’s lines and policies and the compatibility with the Prime Minister’s guideline; analyze, synthesize, give independent evaluation of the schemes’ and projects’ contents, and make final adjustments to the normative draft legal documents annexed to the schemes and projects for submission to the Government and the Prime Minister.
7. To uniformly administer the issuance of official documents by the Government and the Prime Minister and the ones to be submitted to the Government and the Prime Minister by ministries, ministry-level agencies, government-affiliated agencies, and People’s Committees of the centrally-run provinces and cities.
8. To arrange the announcement and circulation of resolutions and decrees of the Government and the Prime Minister’s decisions; to monitor and inspect the compliance with resolutions, decrees and decisions as well as the enforcement of administrative disciplines and penalties by ministries, branches and localities in order to report and recommend necessary measures to the Prime Minister to ensure the effectiveness and efficiency of the Government’s resolutions and decrees as well as the Prime Minister’s decisions.
9. Under the Prime Minister’s authorization, the Minister of the Government’s Office shall preside over working meetings with ministers, heads of the ministry-level agencies and agencies attached to the Government, chairmen of the People’s Committees of centrally-run provinces and cities as well as other relevant agencies and organizations in order to reach consensus on the settlement of inter-branch issues and other controversial issues for submission the Prime Minister.
10. To submit to the Government or the Prime Minister for promulgation, or issue according to its competence regulations on administrative procedures for handling affairs and managing paper work in state administrative agencies.
To provide professional guidance on clerical work to the offices of ministries, ministry-level agencies, agencies attached to the Government, the People’s Councils and the People’s Committees of centrally run provinces and cities.
11. To disseminate management information in a bid to serve the direction work of the Government and the Prime Minister; to administer and maintain the continual operation of the Government’s wide area network.
To submit periodic reports to the heads of agencies attached to the Government, chairmen of the People’s Committees of centrally-run provinces and cities as well as the Party’s and State’s organs on general socio-economic situation of the country, state management activities of the Government as well as guidelines of the Prime Minister and Deputy Prime Ministers; to notify the press of main activities and important decisions of the Government and the Prime Minister as well as economic, political and social breaking news and matters of public concern.
12. To assist the Prime Minister in implementing Rules on work collaboration between the Government and the Party’s organs, the National Assembly, the Presidium of the Vietnam Fatherland Front Central Committee, and central organs of mass organizations, the Supreme People’s Procuracy and the Supreme People’s Court.
13. To manage, publish and distribute the Official Gazette of the Socialist Republic of Vietnam; to administer the Government’s website on the Internet.
14. To ensure material and technical conditions for the operation of the Government, the Prime Minister and the Prime Minister’s organizations providing consultancy and arranging inter-branch coordination, which are based at the Government’s Office. To manage organization machinery, staff, payroll, appropriated budget, property, projects and scientific research according to state provisions.
15. To exercise management over other work fields and perform other tasks assigned by the Government or the Prime Minister.
