On March 7, 2022, the State Management Review held a meeting to draw experience in publishing the English version of the State Management Review. Dr. Nguyen Dang Que, NAPA Executive Vice President, chaired the conference.
Attending the meeting were Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office; Mr. Vu Duy Duan, Director, Department of Planning – Finance; Dr. Nguyen Quang Vinh, Editor-in-Chief, State Management Review; Ms. Pham Thi Quynh Hoa, Director, International Cooperation Department; and other representatives and staff of the State Management Review and International Cooperation Department.
At the meeting, Dr. Nguyen Quang Vinh, Editor-in-Chief of the State Management Review, presented the Report on the publications of the State Management Review (English Version) Volume 1 (September 2021) and Volume 2 (December 2021). The report highlighted the advantages of publishing the English version of the State Management Review, such as (1) the selection of quality scientific articles, (2) the processes of review, editing, translation, and distribution in accordance with the process and regulations, conforming to the standards of international scientific journals, and (3) the smooth and effective coordination between the State Management Review and the International Cooperation Department in editing, translating, and proofreading articles. At the same time, the Editor-in-Chief of the Review pointed out the limitations and shortcomings in publishing, such as the small number of articles written by leading experts in the field, the lack of articles written by foreign authors, or the slow compilation and publication progress which affected the periodicity of publication. Some suggestions and recommendations to improve the quality of the next English volumes have been made.
At the meeting, participants agreed with the contents presented in the report and made some comments on the proposal of a coordination mechanism, clarification of the responsibilities of all stakeholders in the English version of the Review, requirements for the quality improvement of articles, invigorating the Board of Editorial, or requirements for translation work.
Concluding the meeting, Dr. Nguyen Dang Que highly appreciated the publication of the State Management Review, which is a scientific forum marking a new step of NAPA in research, training as well as exchange and international cooperation in training, fostering, and scientific research. In fact, the two published volumes have confirmed this.
The State Management Review is the unit in charge of and mainly responsible for the professional and specialist contents of the published volumes. The International Cooperation Department is the coordinating unit, performing the translation and proofreading tasks so that the publication of the State Management Review (English version) can meet the set requirements.
In order to continue to maintain and improve the quality of each English volume, the State Management Review needs to focus on expanding both domestic and international distribution, invigorating the Board of Editorial, and inviting 1-2 foreign scientists to join the Board of Editorial. With regard to the last point mentioned, it is suggested that the International Cooperation Department should carefully examine the requirements for foreign Board members before the State Management Review and NAPA President send the invitation to eligible candidates.
Reflecting on the experience in coordinating the publication of recent volumes, the State Management Review will develop a regulation on cooperation in publishing the English version of the Review between the State Management Review and the International Cooperation Department for effective and long-term implementation.
