On June 5, 2021, NAPA organized a working session to review and approve the proposals for the key research task at institutional level ordered by NAPA President in 2021. The session was chaired by Assoc.Prof.Dr. Luong Thanh Cuong, NAPA Vice President and Chair of Research Proposal Review
Attending the working session was Dr. Dang Xuan Hoan, NAPA President; the members of the Research Proposal Review Board; Dr. Nguyen Dang Que, the research team leader, NAPA Vice President; and the project team members.
Speaking at the event, Dr. Nguyen Dang Que presented a summary of the research proposal.
The research proposal “Research on innovation of NAPA’s organization and operation in the 2021-2026 period” was developed in 2021.
A suitable organizational and operational model for NAPA is needed when the Communist Party of Vietnam and the State have set a guideline on NAPA’s innovation and improvement and making NAPA a leadership and management training center at regional level and NAPA is undertaking transformations in structure, functions and tasks. NAPA has developed its development strategy for the 2020-2030 period with a vision towards 2045. Recently, the Prime Minister requested to merge Hanoi University of Home Affairs into NAPA to expand NAPA’s role, save spending, mobilize resources and strengthen physical facilities to serve its research and training of public officials and capacity building for NAPA lecturers and researchers.
In order to find out solutions for innovation of NAPA’s organization and operation, the research team has identified these following research tasks: assessment of the current situation of NAPA’s organizational structure and performance; research on emerging issues for NAPA in the 2021-2026 period; proposed solutions for innovation of NAPA’s organizational structure, functions and tasks to meet the requirements in the new period.
The proposal got valuable comments from the Proposal Review Board for further completion.
The members of the Proposal Review Board all agreed that it is necessary and urgent to implement the proposal, especially when NAPA has been making positive changes since the promulgation of Decision No. 05/2018/QD-TTg of the Prime Minister. It is more important than ever before to set out requirements for changes in size and innovation of its organization and operation to be ready for merging Hanoi University of Home Affairs into NAPA.
As assessed by the Board, the proposal mentioned key theoretical and practical issues and recommended solutions for innovation of NAPA’s organization and operation in the near future.
In order to improve the proposal for the key research task at institutional level, the research team leader and members are suggested to expand the research scope, make adjustment related to the structure, content, rationales, specialized terms to make arguments more convincing and complete.
Speaking at the conclusion of the working, Assoc.Prof.Dr. Luong Thanh Cuong, the Chairman of the Proposal Review Board affirmed the necessity and urgency of the research proposal and requested adjustment. The research title would be “Research on innovation of NAPA’s organization and operation for the 2021-2030 period with a vision towards 2045”. The research team leader was required to assign tasks to the team members so that the project could be implemented as soon as possible.
