International Conference: “Public Administration of the Sea and Islands: Issues and Approaches”

On December 2nd, 2016, the National Academy of Public Administration (NAPA), Flemish Institute for Technological Research, Flander, Belgium and Vietnam Institute of Economics (Vietnam Academy of Social Science) co-organised an international conference “Public Administration of the Sea and Islands: Issues and Approaches”.

Presented at the Conference were Colonel General, Assoc. Prof. Dr. Nguyen Van Thanh, member of the Party’s Central Committee, Vice Minister of Ministry of Public Security; Assoc. Prof. Dr. Trieu Van Cuong, Vice Minister of Ministry of Home Affairs in charge of National Academy of Public Administration (NAPA); Prof. Dr. Luc Hens, Editor-in-Chief of “Environment, Development and Sustainability”; Dr. Le Nhu Thanh, NAPA Permanent Vice President; Assoc. Prof. Dr. Tran Dinh Thien, Director of Vietnam Institute of Economics; Assoc. Prof. Dr. Nguyen Chu Hoi, Chairman of Vietnam Association of Marine Environment and Nature; Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President; Representatives of the Party’s Central Committee, ministries and departments, international organizations including International Union for Conservation of Nature, Vietnam (IUCN), the International Federation for Systems Research (IFSR), Man and Biosphere Program Vietnam (MAB), FVF Vietnam; as well as officials and lecturers from NAPA and scientists from research and training institutions and representatives from business.

Giving a keynote address at the conference, Assoc. Prof. Dr. Trieu Van Cuong stressed the strengthening of effective governance of the Sea and Islands for  economic and society development of the coastal areas, sustainable development of the national economy in order to successfully reach the objective of “Making Vietnam become a strong and rich country based on the marine economy”, to implement the marine strategy in Vietnam, the national strategy for green growth in the period of 2011 – 2020, vision 2050. He also emphasized the need for sharing experience and information, application of new methods to improve the effectiveness of governance of the sea and islands in the changing context full of challenges as well as opportunities. He believed that the participation and presentations of scientists, managers, experts, and lecturers will inspire new thinking, new methods, approaches and tools which help strengthen the governance of the sea and islands as well as reform the public administration in Vietnam.

The Conference had 3 sessions: theoretical issues and approaches in State management of sea and islands; the state and mechanism of State management of sea and islands; the solutions and ideas to strengthen State management of sea and islands.

At the Conference, participants had the opportunity to hear several presentations including “The challenge of green urban in coastal area” by Prof. Dr. Luc Hens; “Systematic thinking of marine space management and integrated coastal management in Vietnam” by Assoc. Prof. Dr. Nguyen Van Thanh; “The use of remote sensing technology to manage water quality and coastal regions” by Dr. Bart Deronde; “Human resource training for State management of sea and islands in Vietnam: Reality and solution” by Assoc. Prof. Dr. Luu Kiem Thanh. Participants also contributed ideas and suggested institutional, legal, technical solutions to enhance the State management of sea and islands.
