Continuing the working program, on October 2, 2024, the delegation led by the Party General Secretary and State President To Lam headed to Ireland for a state visit.

President of Ireland Michael D. Higgins and his spouse hosted an official welcome ceremony in Dublin for Party General Secretary and State President To Lam and the delegation, in accordance with the protocol for a head of state.

Following the ceremony, Party General Secretary and State President To Lam and President Michael D. Higgins held official talks between the high-ranking delegations of the two countries.

President Michael D. Higgins warmly welcomed Party General Secretary and State President To Lam’s first visit to Ireland and highly evaluated Viet Nam’s foreign policy and approach.

He affirmed that Ireland respects the importance of Viet Nam’s position and role in the Asia-Pacific region, noting that both countries share many similarities in their struggles for national independence and that there are no areas or topics in which the two sides cannot discuss or cooperate.

President Michael D. Higgins recalled his visit to Viet Nam in 2016, noting he is impressed with Viet Nam’s achievements in socio-economic development, international integration, and realisation of the Sustainable Development Goals in recent years.

Party General Secretary and State President To Lam stated that Viet Nam attaches importance to developing its friendship and multifaceted cooperation with Ireland.

Viet Nam highly appreciates the Irish Government giving priority to Viet Nam in its development cooperation policy within the framework of the “Global Ireland: Delivering in the Asia Pacific Region to 2025” strategy.

Party General Secretary and State President To Lam expressed his wish that Ireland will continue to provide development assistance for Viet Nam in the prioritized fields such as green growth, response to climate change, environmental protection, information technology, digital transformation, and sustainable development.

To enhance mutual political trust and understanding, the two leaders agreed to step up the exchange of delegations at all levels, especially high-level ones, and actively carry out existing cooperation mechanisms.

Party General Secretary and State President To Lam was pleased to announce that the Vietnamese Government has decided and is implementing procedures for the opening of the Vietnamese Embassy in Ireland.

Both leaders voiced their belief that this decision will herald a new development stage for the bilateral relations for the sake of the common interests of the two countries’ people.

After the talks, the two leaders planted a tree in the Presidential Palace’s garden, laid flowers at the national monument on Parnell Square in Dublin, and visited  Trinity College Dublin, one of the oldest and most prestigious universities in Ireland.
