On November 30, 2023, Minister of Home Affairs Pham Thi Thanh Tra received a courtesy call from Mr. Stanislas Guerini, French Minister of Transformation and Public Service and the delegation at the Ministry of Home Affairs (MoHA) of Viet Nam.
Participating in the reception session with Minister Pham Thi Thanh Tra were Vice Minister Vu Chien Thang, Vice Minister Trieu Van Cuong, and leaders of MoHA units.
The delegation from the Ministry of Transformation and Public Service of France in attendance included Mr. Olivier Brochet, Ambassador Extraordinary and Plenipotentiary of the French Republic in Viet Nam and officials of the Embassy of the French Republic in Viet Nam.
Speaking at the reception, Minister Pham Thi Thanh Tra warmly welcomed Minister Stanislas Guerini and members of the delegation to visit and work with MoHA of Viet Nam at a very meaningful time when Viet Nam and France are commemorating the 50th anniversary of the establishment of diplomatic relations (1973 – 2023) and the 10th anniversary of the strategic partnership (2013 – 2023).
Minister Pham Thi Thanh Tra expressed her gratitude for the warm reception of Minister Stanislas Guerini and leaders of French agencies and partners during the MoHA working visit to France in September 2022. During that visit, both sides shared very practical information related to public service reform, public administration reform, and digital transformation.
The Minister reviewed some recent successful cooperation results between the two sides, emphasizing the outcomes of collaborative training programs for young Vietnamese managers and female officials in France. She also expressed strong confidence that the working program of the French Ministry of Transformation and Public Service in Viet Nam would achieve many successful and positive results.
Speaking at the meeting, French Minister of Transformation and Public Service Stanislas Guerini expressed his appreciation for the warm welcome extended by the Vietnamese Ministry of Home Affairs to the delegation. He expressed his joy at the increased exchanges that allowed a better understanding of the capabilities and needs of each side. This understanding, he believed, would lead to the implementation of many effective cooperation programs and research exchanges.
Minister Stanislas Guerini stated that digital reform and transformation are common challenges for both countries, especially in the field of public administration. He expressed his belief that the working program in Viet Nam, jointly developed by both sides, clearly demonstrated the ambition of France and Viet Nam to overcome challenges through active cooperation, regular exchanges, and the sharing of experiences and scientific information.
* Immediately after the reception, Vietnamese Minister of Home Affairs Pham Thi Thanh Tra and French Minister of Transformation and Public Service Stanislas Guerini attended and delivered speeches at the Opening Ceremony of the International Seminar “Sharing experiences on the modernization of the public service, administrative reform, and capacity building for digital transformation”.
