Minister of Home Affairs Pham Thi Thanh Tra worked with the Training Center in Da Lat under the NAPA Branch Campus in Ho Chi Minh City

On August 13, 2023, Minister of Home Affairs Pham Thi Thanh Tra and a delegation of the Ministry worked with the Training Center in Da Lat under the National Academy of Public Administration (NAPA) Branch Campus in Ho Chi Minh City.

Attending the meeting, on the side of the Ministry of Home Affairs (MoHA), there were Mr. Vu Dang Minh – Chief of Office of the Ministry; Mr. Pham Minh Hung – Director of the Department of Administrative Reforms; Mr. Phan Trung Tuan – Director of the Department of Local Government; Ms. Dao Thi Hong Minh – Deputy Director of the Department of Organization and Personnel; Ms. Tran Thi Minh Chau – Principal Official of the Office of the Ministry.

From the side of Lam Dong Provincial People’s Committee, there were Mr. Vo Ngoc Hiep – Member of the Permanent Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People’s Committee; Mr. Tran Hong Quyet – Member of the Provincial Party Committee, Director of Department of Home Affairs.

On the side of NAPA, there were Assoc.Prof.Dr. Nguyen Ba Chien – NAPA President; Assoc.Prof.Dr. Nguyen Van Hau – Chief of the NAPA’s Office; Assoc.Prof.Dr. Huynh Van Thoi, Acting Director of the NAPA Branch Campus in Ho Chi Minh City; Dr. Thieu Huy Thuat – Deputy Director in charge of the NAPA Branch Campus in Central Highlands; Dr. Truong Cong Hoa, Deputy Director of the NAPA Branch Campus in Ho Chi Minh City; leaders of a number of units under the Branch Campus.

On the side of the Training Center in Da Lat, there were Ms. Tran Thi Xuyen – Director of the Center; Ms. Nguyen Thi Hang – Deputy Director of the Center and all officers and employees of the Center.

Speaking at the meeting, Minister Pham Thi Thanh Tra suggested NAPA Branch Campus in Ho Chi Minh City summarize the operation of the Training Center in Da Lat under the NAPA Branch Campus in Ho Chi Minh City during the past time. She also requested officials and public employees of the Center to straightforwardly, openly and sincerely contribute ideas related to the fields of work areas of the Training Center.

On behalf of all officials and public employees of the Center, Assoc.Prof.Dr. Huynh Van Thoi reported on the fundamental features of the organization and activities of the Center in all aspects such as capacity development, organizational apparatus, personnel, facilities, and operational fields of the Center in the 2020 – 2023 period. The report highlighted the achieved results, difficulties and limitations in all work aspects of the Center over the three-year period (2020 – 2023) and provided directions for future development. Additionally, proposals and recommendations related to training and other public service activities were presented to the Minister and the Academy’s Board of Directors. Suggestions for promulgating decentralization for the Center to facilitate its work and create conditions for the Center to organize workshops and training sessions of both NAPA and MoHA.

At the meeting, Ms. Tran Thi Xuyen – Director of the Training Center in Da Lat, further elaborated on the current activities and strengths of the Center. In addition to organizing exams for various localities and providing training by ranks and grades, the Center is currently providing training according to job positions for officials from villages to communes and wards. The Center is coordinating to organize training activities and public services in provinces such as Gia Lai, Dak Lak, Dak Nong, Lam Dong, and Khanh Hoa.

The Center has the advantage in terms of facilities, pleasant climate, and good security, making it convenient for organizing conferences and workshops. The Center can collaborate with various institutions to provide field trips for students and offer accommodation support for some universities in Ho Chi Minh City during their time in Da Lat.

Difficulties: Due to the Center being located far from the Branch Campus, there is a need for early management decentralization to proactively address work-related matters.

Responding to the Minister’s question about the requirements for finding a suitable direction for the Center, Dr. Truong Cong Hoa, Deputy Director of the NAPA Branch Campus in Ho Chi Minh City, mentioned that the Center has a team of staff with a strong background in records, archives, and good facilities. The Center is located in an area with high demand for training for cadres, civil servants and public employees. Currently, the Center needs to identify itself as a multi-purpose service unit, with a focus on public service activities (being capable of organizing conferences, international cooperation, document editing, digitization, digital transformation, etc.).

Dr. Truong Cong Hoa proposed to conduct both part-time and postgraduate programs at the Center, with plans to rotate regular students from Ho Chi Minh City to Da Lat. He also proposed to the leaders of the Provincial People’s Committee and the Lam Dong Provincial Department of Home Affairs to pay attention to and facilitate cooperation with the Center in training activities and public services in the locality.

Speaking at the meeting, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, expressed sincere gratitude to the Minister, the leaders of the Ministry, the leaders of the units under the Ministry, and the leaders of the Lam Dong Provincial People’s Committee for their valuable time to visit the Training Center in Da Lat under the NAPA Branch Campus in Ho Chi Minh City.

The Training Center, since its merger into Hanoi University of Home Affairs and now NAPA, has trained more than 14,000 officials, civil servants and public employees, contributing to the training of quality human resources for Lam Dong province as well as neighboring provinces. The Training Center is a unit of the NAPA Branch Campus in Ho Chi Minh City, following the direction of training and performing the tasks of NAPA as well as the Branch Campus (organizing training courses for master’s degrees, part-time programs, etc.).

Assoc.Prof.Dr. Nguyen Ba Chien suggested that the People’s Committee of Lam Dong Province collaborate with the Center to open training classes according to ranks and grades.

Speaking at the meeting, Mr. Vo Ngoc Hiep – Permanent Vice Chairman of the Lam Dong Provincial People’s Committee mentioned that the current demand for document revision in Lam Dong province is very high. Therefore, the Center should leverage its advantages to carry out document revision activities in Lam Dong Province. Mr. Vo Ngoc Hiep also suggested that the Department of Home Affairs of Lam Dong Province place an order for training courses with NAPA and its Branch Campus, using the Training Center in Da Lat as the focal point for coordination and collaboration to organize these courses.

After listening to the opinions of the meeting participants, Minister of Home Affairs Pham Thi Thanh Tra acknowledged and highly appreciated the efforts of the Center as well as of the NAPA Branch Campus in fulfilling their functions and tasks. The Minister raised the legal challenges as well as the upcoming changes in the civil service regime, particularly regarding the upcoming recruitment process. Therefore, the Center needs to follow the direction of capacity building for cadres, civil servants and public employees according to their job positions to meet the needs of society.

The Minister suggested that the Center should establish itself as the focal point of the NAPA Branch Campus and should effectively perform the following functions: providing training based on job positions; acting as the focal point for the NAPA Branch Campus to execute its functions such as advising on the plan implementation; conducting practical student rotation at the Center; offering foreign training; proactively associating with enterprises with advantageous services such as document revision, active marketing, market access, and providing services according to social needs.

The Center needs to make the most of its facilities and assign the expansion and widespread introduction of the NAPA Branch Campus in Ho Chi Minh City to develop strategies, invest in modern facilities, and digitize to attract students.

The officials and public employees of the Center should develop and improve their professional skills, rotate and participate in training programs at the NAPA Branch Campus. At the same time, they must engage in self-study to improve their capacity and professional tasks.

On behalf of the Party Committee and NAPA’s Board of Directors, Assoc.Prof.Dr. Nguyen Ba Chien gave a response, taking the Minister’s guidance into account and affirming that, in the coming time, the Academy’s Board of Directors will continue to work closely with the NAPA Branch Campus in Ho Chi Minh City to effectively carry out the tasks assigned by the Minister.
