Minister Pham Thi Thanh Tra works with the Lao Ministry of Planning and Investment

On March 26, 2024, the delegation of the Vietnamese Ministry of Home Affairs (MoHA) led by Minister Pham Thi Thanh Tra had a working session with the Lao Ministry of Planning and Investment and the Laos – Viet Nam Cooperation Committee.

Welcoming and working with the delegation were Lao Minister of Planning and Investment Khamchen Vongphosi; leaders of the Ministry of Planning and Investment, Ministry of Home Affairs of Laos; leaders of the Laos – Viet Nam Cooperation Committee and leaders of relevant units.

Speaking at the meeting, Minister of Planning and Investment of Laos Khamchen Vongphosi respectfully expressed his thanks and highly appreciated the valuable assistance of the Government of Viet Nam in general and of MoHA of Viet Nam in particular to the Lao Government in recent years.

He hopes that MoHA of Viet Nam will support and help MoHA of Laos in implementing the Digital transformation project for the 2024 – 2025 period and orientation to 2030, aiming to manage internal affairs on a system-wide basis; handling tasks anytime, anywhere, increasing publicity, transparency, and time- and cost-effectiveness. Especially, establishing a shared digital working environment within the Lao home affairs sector, unified from central to local levels in the management of cadres, civil servants, public employees, emulation and commendation.

Speaking at the reception, Minister Pham Thi Thanh Tra expressed sincere gratitude for the warm and friendly reception that the Minister and the Lao Ministry of Planning and Investment extended to the Vietnamese delegation.

Minister Pham Thi Thanh Tra also briefed on the outcomes of the talks with the Lao Minister of Home Affairs on March 25. Specifically, in recent times, the cooperation between the two ministries has become increasingly practical and effective, not only continuing to maintain high-level exchanges and contacts at all levels in a flexible form, but also enhancing cooperation in training for public officials in the field of home affairs in Laos, as well as training Lao students at the undergraduate and postgraduate levels in public administration, public management, archives and records, etc.

Regarding support for the Lao Ministry of Home Affairs in building the Digital transformation project, Minister Pham Thi Thanh Tra stated that the principle of developing this project had been agreed upon by the two ministries of Home Affairs and recorded in the Cooperation Plan for 2024 between the Governments of Viet Nam and Laos, signed by Lao Minister of Planning and Investment Khamchen Vongphosi and Vietnamese Minister of Planning and Investment Nguyen Chi Dung, Chairman of the Viet Nam – Laos Cooperation Committee, during the 46th Meeting of the Viet Nam – Laos Intergovernmental Committee for Bilateral Cooperation in early January 2024 held in Hanoi, witnessed by the Prime Ministers of the two countries. Accordingly, the project will lay an important initial foundation for building an infrastructure and database systems in cyberspace for the Lao Ministry of Home Affairs.

Minister Pham Thi Thanh Tra proposed that the Lao Ministry of Planning and Investment and Laos – Viet Nam Cooperation Committee coordinate, support and create the most favorable conditions for the two ministries to implement and ensure the progress as scheduled. She also urged to promptly submit the project proposal for approval by their respective governments.

Lao Minister of Planning and Investment Khamchen Vongphosi affirmed that the Digital transformation project of Lao MoHA has been reported to the Prime Minister of Laos and included in the work program for 2024. This is an important project to enhance the management capacity and operation of the Lao MoHA according to the functions functions and tasks assigned from the central to local levels. Once implemented, the project will serve as a significant driving force, enabling Lao public officials to handle their work quickly and conveniently, anytime and anywhere.

* On the same afternoon, the delegation of the Ministry of Home Affairs of Viet Nam visited the Vietnam Bank for Industry and Trade (Vietinbank) in Laos.
