NAPA celebrating the opening of the academic year 2019 – 2020

On December 20nd, 2019, NAPA solemnly organized the opening ceremony of the master and doctoral training programs of the second cohort in 2019

Presented in the opening ceremony was Dr. Tran Anh Tuan, Vice Minister of Home Affairs; leaders of MOHA departments and units; representatives of the Ministry of Public Security, Hanoi Police.

Attending the ceremony were Dr. Dang Xuan Hoan, NAPA Presidents; NAPA Vice Presidents: Dr. Vu Thanh Xuan, Assoc.Prof.Dr. Luong Thanh Cuong; former NAPA Presidents, Vice Presidents; representatives of NAPA faculties and department; NAPA students. The opening ceremony was life-streamed to other NAPA Campuses: NAPA Branches in Hochiminh City, Hue City, Tay Nguyen.

In the opening speech, Dr. Dang Xuan Hoan, NAPA President emphasized that the academic year 2019-2020 marks the second year of implementation of the Prime Minister’s Decision on NAPA’s functions, tasks, powers and organizational structure. NAPA has made important transformation in its organization and task performance which focuses on  research, training of public officials, and quality human resource training for the political system and society as a whole.

The number of students participating in the training courses for public officials has increased significantly over the last year. The number of training courses for public officials and tailor-made courses are also increasing. This fact affirms the prestige and brand of the National Academy of Public Administration.

The graduate training has provided high quality human resources in administrative science and state management. NAPA continues to deliver training programs in traditional disciplines and at the same time, organizes other training programs of new disciplines to meet the increasing training demands.

NAPA promotes its international cooperation in training civil servants of a number of countries in the region and has achieved encouraging results. Some countries such as Lao PDR, Bangladesh, Philippines have sent their civil servants to training at NAPA and highly appreciate NAPA’s training.

In realization of research tasks, NAPA has organized many domestic and international scientific seminars to serve the graduate and refresher training; at the same time, these academic events provide inputs for scientific arguments for development of the rule of law Government – an enabling Government with integrity, serving the people; for the on-going public administrative reform in the context of the industrial revolution 4.0, and other key issues of state management in various fields.

Dr. Dang Xuan Hoan affirmed that NAPA has successfully accomplished the tasks of the academic year of 2018-2019 with the support of the Party, State, Government, Prime Minister, Ministry of Home Affairs; the support and coordination of ministries and localities; and the effort and dedication of all NAPA staff.

NAPA has just celebrated its 60 years of development. In the coming time, NAPA gives more focus on innovation and desires to make its training content, curricula, materials  advanced, practical, meet the international integration requirements. At the same time, NAPA emphasizes on research and makes its relevant and useful for the training.

NAPA will develop a development strategy which aims to transform NAPA into a professional, modern training institution. The teaching staff of NAPA will be strengthened to meet the requirements of the new period.

In his remark, Dr. Tran Anh Tuan, Vice Minister of Home Affairs appreciated the efforts and achievements of NAPA staff and students made in the academic year of 2018 – 2019. He highly acknowledged NAPA’s contributions to the education and training of the country in general and of the Ministry of Home Affairs in particular.

The Vice Minister said that the Resolution of the Twelfth National Party Congress set out the task of training of public officials, especially those at strategic level. This task was concretized by the Resolution No. 26-NQ/TW of May 19, 2018 of the Seventh Plenum of the Twelfth Central Executive Committee on building cadres at all levels, especially at strategic level, making cadres have virtue, capacity and prestige, capable to meet the assigned tasks. It affirms the important and urgent task for all levels to improve the training of cadres and civil servants and NAPA is one of the institutions assuming the responsibility in training.

Therefore, NAPA should promote its role as the national center for training, capacity building in administration, leadership and management for cadres and civil servants in the coming time. NAPA should strive to become a training center for leadership and managers at regional level.

The Vice Minister emphasized that NAPA is one of the key actors in training of cadres, civil servants, and employees according to the Government Decree No. 101/2017/ND-CP dated September 1st, 2017. He requested NAPA to focus on development of the training content and curricula which are commensurate with the new requirements of the new period, training faculty members, and strengthening cooperation with other countries and international organizations to share and learn knowledge and experience in state management. The international exchange contributes to the enrichment of Vietnamese culture in general and Vietnamese civil service culture in particular. NAPA trainers are requested to update professional knowledge and skills, enhance ethics, creativity and enthusiasm in their teaching and research work.

In the opening ceremony, representatives of NAPA managers, faculties, students to deliver remarks to share their thoughts about NAPA and their time at NAPA.
